Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), NCO 08- is conducting a market research survey to identify potential qualified sources capable of providing Mental Health Residential Bedroom Furniture located at the Bay Pines VA Healthcare System campus, 10000 Bay Pines Blvd, Bay Pines, Florida 33744, at a firm fixed price. BACKGROUND: Bay Pines VA Health Care System is undergoing a major reorganization of its Mental Health Residential Rehabilitation Treatment Program (RRTP) to enhance access to care for women Veterans and homeless Veterans. Specifically: A new Women's Residential Unit is being created by converting an underutilized acute psychiatry unit. A new Compensated Work Therapy Transitional Residence (CWT-TR) program is being established to provide transitional housing and vocational rehabilitation support for homeless Veterans. Furniture is required to furnish patient bedrooms and support living conditions for mental health patients residing at Bay Pines during treatment. All furniture must meet the safety, durability, ligature-resistance, and cleanability standards appropriate for a mental health/behavioral health inpatient setting. SCOPE OF REQUIREMENT The Government is seeking vendors capable of furnishing, delivering, and installing the following institutional-grade mental health residential bedroom furniture items manufactured by Norix (or equal, if applicable): Norix Titan Footboard Kit Norix Titan Headboard Kit Norix Titan End Frame Bolt-Down Kit Norix Titan Panel Base Bunkable Lift Deck Bed with Laminate Drawers (L/R), Steel Lockable Drawers, Floor Anchoring, Bolt-Down Kit 36"x80" mattress size Norix Titan Nightstand with Laminate Drawers (TNT2129) Norix Comfort Shield Remedy Silver Secure Mattress Sealed Seam, 36"x80"x6" Norix Z Passive Locking Glide Kit (Titan, Steel Top) Norix Multi-Purpose Unit (MPU) with pull-out desk, drawers, movable shelf, hanging rod, power supply, LED light, mirror, and towel hook Key Salient Characteristics: All items Made in the U.S.A. Heavy-duty, all-steel construction (powder coated) Tamper-resistant, ligature-resistant design features Lockable built-in storage drawers GREENGUARD and GREENGUARD Gold Certified (UL Environment) TB133 Compliant (fire retardancy) Minimum 10-year limited replacement warranty (furniture); 5-year for mattress Cleanable with soap/water, Simple Green®, bleach solutions, and hospital-grade cleaners Bolt-down/floor-anchoring capability Tested to 800 lbs static load Services Required: Project management from order through final acceptance Site visit, field measuring, and space verification Delivery to Bay Pines VA (10,000 Bay Pines Blvd., Bay Pines, FL 33744) Installation during duty hours (7:00 AM 4:30 PM), Monday Friday, excluding Federal holidays Storage of furniture for up to 90 days at no charge Provision of maintenance manuals Up to 3 design revisions Compliance with VA physical security and contractor badging requirements RESPONSES MUST INCLUDE THE FOLLOWING INFORMATION: Company Name, Address, Size Standard, UEI#, Cage Code Description of your company's experience providing and installing institutional-grade mental health or behavioral health furniture of similar scope and complexity. Identify whether you are a manufacturer, authorized dealer/distributor, or reseller of the specified products (Norix or equivalent). If you intend to team or subcontract, identify your teaming partners and their roles. Contract number (If on existing government contract that can be ordered off of) Point of Contact name, phone number, and email address *NOTE Acquisitions will only be set aside for SDVOSBs/VOSBs if two or more responses that meet the Non-manufacturer Rule are received with the required information listed above, by the due date specified below. Responses are due to Moneque Rodriguez at moneque.rodriguez@va.gov by 13:00 PM EST on June 12, 2026. No submissions will be accepted after this date and time. This is a Sources Sought Notice and submissions will be used for informational and planning purposes only. Respondents are solely responsible for all expenses associated with responding to this RFI. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this Sources Sought Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
