Description

General Scope. These specifications cover the requirements of the Federal Aviation Administration (FAA) for a contractor to furnish all labor, equipment, supplies, and materials, and their use in connection with the sterilization of weeds at FAA owned or leased space/property. The work consists of the application of soil sterilization/contact killer chemicals along with the identification of areas sterilized at facilities maintained by the Federal Aviation Administration. Follow-up services are to be provided in case of an unsuccessful sterilization at no additional charge. Site Locations. Attached list shows the designated locations. Coordinating/Scheduling. The contractor will meet with the FAA Point of Contact (POC) at the beginning of the contract to discuss work methods and scheduling. The POC will be responsible for inspecting and accepting services at each location prior to payment. Weather Delay. The contractor shall coordinate work activities with POC each day prior to beginning the next day�s work activity. The FAA POC may suspend and/or reschedule all work activity if outdoor weather conditions pose a threat of damage to adjacent farms, ranges, and cattle areas. Access to Worksite. The contractor shall be required to perform all work during normal working hours (7 a.m. to 5:00 p.m.). The FAA POC will provide for contractor access and will provide for required FAA escort of the contractor to all facility locations. Access to Albuquerque ATCT: Albuquerque ATCT is located on Kirtland Air Force Base (KAFB). All contractor employees must be able to be able to pass a background check performed by the Air Force when entering on to KAFB. The contractor will then be escorted from the guard gate to the weed control locations that are located on the base. Protection of Property. The contractor shall protect all existing equipment, improvements, and utilities at or near the worksite from damage during the work process. All worksite areas & property damaged by the contractor, or his/her employees shall be restored by the contractor to their former condition at no cost to the Government. Site Cleanup. The contractor, during the process of work, and upon completion of all work shall remove from the worksite and properly dispose of all surplus materials, tools, equipment, etc., in accordance with the attached OSHA requirements. Final approval of each site cleanup will be determined after inspection by the FAA POC. Loss of Contractor�s Supplies. The FAA will not be responsible, in any way, for damage caused by fire, theft, accident, or otherwise, to the contractor�s employee�s personal belongings brought on Government (FAA) installations. Materials, Supplies, and Equipment. General. The contractor shall furnish all tools, equipment, and soil sterilization chemicals/materials and supplies, in such quantities and of the kind and type applicable to the job to be performed in a skillful and workable manner, and subject to the POC�s approval. No contractor-furnished or owned commodity, whether listed above or below, shall be kept on FAA-owned, leases space, or property without approval, in writing, by the POC. The contractor shall assume full responsibility for the proper application of all chemicals. These chemicals shall also be used/applied in accordance with the manufacturer�s recommendation and best practices of the trade and shall comply with applicable EPA Standards and Regulations of the states of New Mexico and Texas. All licensed certified applicators shall be required to make available protective equipment properly decontaminated and in proper working order and advise their employees of its use to meet the safety requirements of the herbicide labeling in accordance with OSHA requirements. Record Keeping. All records will be in accordance with New Mexico and Texas Regulations.
