Description
Amendment 0001 is issued to provide formal responses to questions submitted. As a result, the following seven attachements are added: -697DCK-26-R-00267 Solicitation Amendment 0001 -697DCK-26-R-00267 Solicitation Amendment 0001 Continuation Pages -Master Subcontracting Plan Example -Past Experience Form -Site Visit Roster -ZMP Soil Boring Report 04242011 -Highlighted Walkways Completed The Federal Aviation Administration (FAA) is seeking qualified and capable contractors to submit offers for the IIJA Underground Utility Improvements to the Stormwater, Sanitary Sewer, Drain Tile, and Domestic Water Systems at the Minneapolis ARTCC (ZMP) in Farmington, MN as shown on the Contract Drawings and specified herein. This procurement is being set aside for a small business under NAICS code 237110 - Water and Sewer Line and Related Structures Construction, which has a small business size standard of $45.0 Million. Estimated size of this project: Between $2,500,000 and $4,000,000. Work included in project: Work under this transmittal includes, but is not limited to, the following: General: Coordinate with FAA representatives to obtain and verify existing utility record drawings prior to excavation. Locate all existing underground utilities in advance of construction activities. Implement and maintain erosion and sediment control measures in accordance with the Soil Erosion and Sediment Control Plans (C118). Install and maintain construction safety fencing, access controls, and phasing per the Access Route and Phasing Plan (G104). Perform all confined space work in accordance with OSHA 29 CFR 1910.146 and 1926.21(b)(6). Coordinate with FAA engineers for details if stockpiling and disposal of excavated material is required. Demolition/Excavation: Vacuum excavation shall be utilized for the first 8 feet of any excavation and 2 feet below any existing utility. Contractor shall design and implement dewatering and shoring systems required to protect excavations and adjacent facilities. Existing stormwater lines shall not be broken or tied into until associated inlets and manholes are installed. Provide temporary pumps and power as necessary to remove water from basins to complete construction. Temporary pump discharge may be directed to the nearest downstream manhole as shown on the drawings. Demolish the following facilities and associated utilities as shown on Drawings D101�D109: Sanitary Lift Station Storm Lift Station (Courtyard) Admin Wing and Cafeteria Expansion Drain Tile Lift Station Cooling Tower Pump House Remove existing concrete foundations, slabs, vaults, and abandoned utility infrastructure per Structural Drawings S001�S004. Perform trench excavation for new storm sewer, sanitary sewer, drain tile, and water systems per C101�C110. Selectively demolish pavements, curbs, sidewalks, and hardscape within project limits. Demolition, abandonment, and removal of existing sanitary sewer piping and structures as shown on the plans. New Work: Furnish all labor, materials, equipment, and coordination necessary to construct the underground utility improvements as shown on the Contract Drawings and Specifications, including but not limited to the following: Sanitary Sewer Improvements: Replace Sanitary Sewer Lines #1, #2, and #3, including interior basement routing and exterior piping, per Drawings C104, C106, and C108. Abandon and remove existing sanitary piping and structures where indicated. Install new precast concrete sanitary manholes, cleanouts, and reconnections at existing tie-in points. Construct a new Sanitary Lift Station including wet well, duplex submersible pumps, guide rail systems, discharge piping, valves, controls, and venting per P007, S104, and E104. Stormwater Improvements: Install new Storm Sewer Lines #1 through #7 per C101�C107. Furnish and install new storm manholes, curb inlets, catch basins, and drainage structures per C114�C116. Reconstruct storm drainage systems in the West Drive UPS Area and Northeast Parking Area. Replace the courtyard storm lift station with a new structure, pumps, and controls per P106, S102, and E103. Connect building downspouts, area drains, and surface runoff to the new storm sewer system. Water System Improvements: Replace domestic water laterals, valves, and fittings per C109. Reconstruct the water system serving the Cooling Tower and Pump House per P101 and P103�P105. Install new water piping, backflow preventers, thrust restraints, and appurtenances per P109�P110. Lift Station Improvements: The following lift station systems shall be constructed as shown on the Contract Drawings: Storm Lift Station (Courtyard) Sanitary Lift Station Admin Wing and Cafeteria Expansion Drain Tile Lift Station Each lift station shall include precast concrete basins; duplex pump systems; discharge piping, valves, and guide rails; access hatches, ladders, and platforms; electrical power, controls, alarms, and BAS/SCADA interfaces; factory startup, functional testing, and operator training; and provisions for confined space entry and maintenance access. Installation of duplex pump systems, discharge piping, controls, alarms, and monitoring equipment for each lift station, including factory startup and training. Electrical Improvements: Provide all electrical service, power distribution, control panels, conduits, wiring, alarms, and interfaces required for lift stations and site utilities per E101�E110. Integrate all lift stations with the Facility Building Automation System (BAS). Civil Site Restoration: Restore all disturbed pavements, curbs, sidewalks, striping, fencing, landscaping, and site features per C121�C130. Regrade and reseed disturbed areas. Restore ADA-compliant walkways and parking areas where impacted. Install new fencing and gates as detailed. Scope Notes:The sequence of work presented in this Scope of Work is suggestive and may be reordered or reprioritized by the Contractor as necessary to meet project requirements. The Contractor shall furnish all materials, equipment, and labor required to complete the work in an orderly and timely manner. Prior to demobilization, all work areas and staging areas shall be cleaned and restored to their original condition.
