Description

Scope The Naval Surface Warfare Center, Port Hueneme (NSWC PHD) provides test and evaluation, systems engineering, integrated logistics support, in-service engineering and integration of surface ship weapons, combat systems and warfare systems for the United States Navy. Department of Navy Rapid Capability Office (DONRCO)�s mission is to bring together the people, tools, and processes to drive the rapid delivery of transformative solutions to the Department�s hardest operational problems. DONRCO serves as the single accountable organization spanning all naval warfare domains, responsible for the rapid assessment, execution, fielding, and transition of urgent solutions to ensure U.S. maritime supremacy. DONRCO requires a Strategic Advisor and Operating Partner to accelerate this mission. This requirement directly supports the Secretary of War and Secretary of Navy's acquisition reform mandate, the Budget Execution-Year Technology Selection (BETS) portfolio model, and DONRCO�s imperative to convert capital into fielded capability at the speed of relevance � prioritizing timely capability over perfection. This non-personnel services contract will operate across three integrated workstreams: portfolio performance, strategic planning, and strategic deal support. This support will deliver performance assessment against the BETS thesis, Platform Architecture and Standard Operating Procedure, Capital Coordination and Stakeholder Engagement Framework, SECNAV-grade ROI and Performance Metrics Reporting, and Strategic Deal Architecture Memoranda. Contract Type: Firm-Fixed-Price Period of Performance: Base period of twelve (12) months from contract award and one (1) option period; a total of 24 months if all options are exercised. Sources Sought: NSWC PHD is issuing this sources sought, on behalf of DONRCO, as a means of conducting market research to identify parties having an interest in and the resources to support this requirement. Interested Businesses are invited to submit capability statements. Capability Statements must include the following: Contact Information: Company name, address, UEI, Commercial and Government Entity code. Company designated representative the name, telephone number, mailing address, and email address. Company size status under the applicable NAICs (541690). Capability Statement: A statement regarding the Contractor�s ability to meet the anticipated mandatory requirements. A technical demonstration of capabilities in relation to the attached Draft PWS. Specific past performance on same or similar size scope of work performed by the Offeror as a Prime Contractor within the past five years, including a description of the services provided, the dollar value of the effort, and the contract number. Demonstration of the Contractors ability to provide cleared personnel to support the effort. Format: Responses to this notice should not exceed (15) single-sided.
