THIS IS A SOURCES SOUGHT NOTICE. THIS NOTICE IS ISSUED FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. A SYNOPSIS OF PROPOSED CONTRACT ACTION WILL BE POSTED AT A LATER DATE WHICH WILL PROVIDE INSTRUCTIONS FOR BIDDERS TO RESPOND TO THIS OPPORTUNITY. Interested contractors are requested to respond to this notice by filling out and emailing completed questionnaire attachment (see attached) to Candi Smart email: csmart@bop.gov. Responses must be received no later than July 09, 2026. Interested vendors must also add their names to the Interested Vendors List for this posting in www.sam.gov Contract Opportunity (must be logged-in to your vendor account). The Federal Bureau of Prisons (FBOP) anticipates issuance of a solicitation for the award of a firm-fixed-price construction contract for a project entitled Replace Chairlift, at the Federal Correctional Institution (FCI Loretto), located in Loretto, Pennsylvania. The Federal Correctional Institution Loretto located at 772 Saint Joseph St., Loretto, Pennsylvania, 15940 intends to make a single award to a responsible entity that will provide all labor, supervision, materials, equipment, permits, quality control, safety measures, and incidentals necessary to remove and replace chairlift. The contractor shall disconnect and remove the current chairlift and install a new chairlift in the same location. The chairlift spans 16 stairs and turns at a landing to go up three more stairs and uses a 240V dedicated circuit. The chairlift must be ADA compliant, have a 660lb capacity, and include obstruction sensors, safety lights, emergency manual folding and lowering, safety barrier arms and overspeed safety. The installation shall include all labor, materials, tools, and equipment to ensure work is completed safely and properly. The contractor will be responsible for the testing of the unit. It shall be the Contractors responsibility to obtain all measurements and manufactures installation recommendations. Compliance will be addressed as applicable to this project, inclusive of FBOP Technical Design Guidelines, seismic zone requirements, environmental compliance, Life Safety, NFPA, ADA-ABA, and Federal, State, and Local codes and regulations. Contractor shall provide five (5) year warranty for all labor and materials provided from date of substantial completion, as well as product and maintenance manuals. The Contractor shall also train BOP staff for equipment operation, maintenance and troubleshooting upon completion of the project. The North American Industrial Classification System (NAICS) code applicable to this requirement is 238290 (Other Building Equipment Contractors) with a corresponding small business size standard of $19 million. The estimated magnitude of this project lies between $250,000 and $500,000. To be considered an interested vendor, you must possess this NAICS code in your www.sam.gov registration. Access to attachments will require an active vendor registration at SAM.gov as well as your Marketing Partner Identification Number (MPIN) associated with your SAM registration. You will need to request access to the controlled document(s) and receive approval prior to being able to view the files. Interested bidders must be registered in the System for Award Management (SAM) at https://sam.gov. The FBOP is seeking small business contractors for this project. Your business size metrics information entered in your SAM registration must be less than or equal to the small business size standard specified above to qualify as a small business. Interested small business contractors are requested to respond to this notice by adding their names to the Interested Vendors List for this posting on the SAM website at https://sam.gov. You must be logged in to your vendor account in order to access the Interested Vendors List. Please add your business name only if you are interested in submitting a bid as a Prime contractor and are capable and eligible to complete for and perform this project. This notice is intended only for those who would be entering into a Prime contract with the FBOP for the entirety of the project. The FBOP does not award subcontracts. Subcontracts (if applicable/necessary) are the responsibility of the Prime contractor. The FBOP has no privity of contract with subcontractors.
