Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at the interested party�s expense. Not responding to this notice does not preclude participation in any future RFP, if any is issued. DESCRIPTION: Immigration and Customs Enforcement (ICE) is contemplating awarding several single Award Construction Contracts (SACC) Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicles designed to support a broad range of construction-related services at various ICE owned facilities throughout the continental United States and satellite locations. The SACC IDIQ is intended to provide a critical in-place contractual mechanism to meet the evolving infrastructure needs at numerous Department of Homeland Security (DHS) ICE facilities. The IDIQs will support general construction, alteration, modification, maintenance and repair, demolition, design-build, Building Information Modelling (BIM), and new construction of buildings, facilities, and real property. It is intended to serve as a highly flexible construction contracting vehicle to support mission-critical facility needs and not a requirements contract. All contractors will need to have capacity to manage multiple Task Orders concurrently for the designated location(s). The SACC IDIQs are also intended to support emergency responses to natural disasters and emergencies and to provide a highly flexible construction contracting vehicle for ICE. This notice is intended strictly for market research purposes only. Information gained from this notice will be used to determine acquisition strategy and any potential small business set-aside. The NAICS Code assigned is 236220 � Commercial and Institutional Building Construction with the Small Business Administration (SBA) size standard of $45 Million. SCOPE: Work under this requirement shall include all management personnel, labor, equipment and services necessary to operate the facilities. This effort includes the ability to provide support to various ICE locations. The SACC IDIQ is intended to serve as a highly flexible construction contracting vehicle to support mission-critical facility needs. All contractors will need to have capacity to manage multiple Task Orders concurrently. The scope of work under the SACC includes, but is not limited to: General design and construction management Site planning and environmental planning assessment to support ICE compliance with National Environmental Policy Act and other Federal and State Environmental requirements. Alteration, modification, and renovation of existing facilities. Maintenance and repair of existing buildings and infrastructure. Demolition of structures and facilities. Engineering analysis and site assessments (e.g., geotechnical surveys, etc.) to support the design-build of real property assets. Design-build renovation and new construction services. Signed letter, from an approved surety, stating the offeror has, as a minimum, both a current bonding capacity for this acquisition of at least $10 million (per project) and at least $300 million for the aggregate project amount.
