This announcement constitutes the only solicitation. Proposals are being requested and a separate written solicitation will not be issued. Synopsis/Solicitation N0017826Q1603 is issued as a Request for Quotation (RFQ). The provisions and clauses incorporated in this solicitation are those in effect through the Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement as of the date of issuance and are included in the attached SF 1449. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to issue A Blanket Purchase Agreement (BPA) in accordance with Simplified Acquisitions procedures, Part 12 of the FAR to support its operational needs. Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring services on an as-needed basis from qualified sources that are readily available and services and thus eliminate the need for repetitive costly re-procurements. For commercial acquisitions using simplified procedures under FAR Part 12, Buy American applies unless the value exceeds the applicable Trade Agreements threshold, in which case Trade Agreements apply. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to procure services from KEYSIGHT TECHNOLOGIES, INC. of Colorado Springs, Colorado 80907-3423 for evaluation, repairs and calibration of KEYSIGHT equipment in accordance with the Statement of Work and CDRL A001. The BPA is required with the Original Equipment Manufacturer, Keysight Technologies, because there are no authorized resellers or service providers for the required services. It has also been determined that this requirement is inherently noncompetitive due to the proprietary nature of the instruments. This makes Keysight Technologies the only solution to provide evaluation, repair and calibration services. All costs associated with this requirement must be included in the quoted prices. This includes shipping and freight to Dahlgren, VA 22448-5114 as well as any tariff or duty charges. No additional costs may be added after award. Where applicable, DFARS 252.225-7013, Duty-Free Entry, will be incorporated. The Government will utilize Simplified Acquisition Procedures, and the calls resulting from the BPA will be issued on a firm fixed-price basis. Payment terms are Net 30 EFT via WAWF. All responsible offerors shall submit a capability statement or proposal which shall be considered by the agency in response to this solicitation. By submission of a capability statement or proposal, the offeror represents compliance with the applicable representations and certifications, which are incorporated by reference and completed in the System for Award Management (SAM), as applicable. Submission of capability statement or proposal shall constitute the offeror�s unconditional agreement to the terms and conditions of this solicitation. Award will be made on a comparative best value basis considering technical capability, past performance, and price. The Government may select the quotation that offers the greatest overall value and is not required to choose the lowest-priced quotation. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Proposals are due by 27 May 2026, no later than 12:00 p.m. EST.
