Description

Page 4 of 4 Notice of Intent to Sole Source Department of Veterans Affairs, VISN 10, Northern Indiana VAHCS, 1700 East 38th St Marion, IN 46953, intends to solicit and negotiate with only one source under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, Only One Responsible Source for Blood Products and reference lab testing. The associated NAICS code for this is 621991. The vendor will be The American National Red Cross, 431 18th Street, Washington, DC 20006. Description of Equipment or Supplies Added to Current Contract: This procurement is for blood, blood components, and reference lab testing for the VA Northern Indiana health Care System. The American National Red Cross has been the vendor for blood products and reference testing services for this facility for many years. Their proximity to the VA Medical Center s current location provides the required turnaround time (within 2 hours) for both blood products and service requests and makes courier services more cost-effective. The total estimated value of the acquisition is $320,000 over the course of a five-year period. A sole source procurement is being conducted for these products and services. The action will be awarded as a new, firm-fixed price, 5-year ordering period IDIQ contract. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 12:00 pm on Tuesday, June 2, 2026. Point of contact is Rachel MacRae, e-mail rachel.macrae@va.gov.
