Description
1. Statement of Intent & Authority The United States Air Force (USAF), AFLFMC/WVB intends to award a sole source, firm-fixed-price contract to CAE USA Inc. (CAE), Orlando, Florida, CAGE: 1FNV1. This action is being executed under the authority of 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 2. Description of Requirement AFLCMC/WVB has an critical, urgent, and mission-essential requirement for one (1) dedicated, commercial, FAA Level D certified 747-8i Full Flight Simulator (FFS) to be located at Joint Base Andrews (JBA). The procurement includes: Site survey and facility evaluation. Procurement, delivery, and installation of the FFS (including 6-DOF motion, visual system, sound system, and exact 747-8i cockpit replica). Operational hardware, software, and cybersecurity compliant with DoDI 8500.01/8510.01 and applicable AFI/DoD Manuals. Initial support and maintenance, including spare parts and software updates. Initial training, courseware, and flight instruction. The Government intends to procure this requirement using Commercial procedures in accordance with RFO Part 12. Period of Performance (PoP): Delivery and installation is estimated at 24-36 months from contract award, followed by a 12-18 month support and maintenance PoP. 3. Justification for Sole Source CAE is the only responsible source capable of fulfilling this requirement. Extensive market research, including a Sources Sought Notice (SSN ID: F4FDWL-26-R-0001) posted in December 2025, confirmed that CAE is the sole manufacturer of commercial Level D certified 747-8 simulators globally. Procuring through a third-party integrator poses unacceptable risks to the program's cost, schedule, and mission. By utilizing the only proven Original Equipment Manufacturer (OEM) of the 747-8i FFS, the Government mitigates the risk of significant schedule delays, increased lifecycle costs, and critical gaps in mission-essential training. In accordance with RFO 6.305, the Justification and Approval (J&A) document supporting this sole-source action will be published to SAM.gov within 14 days after contract award. 4. Demonstration of Capability This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 5.
