Description
This is a REQUEST FOR INFORMATION (RFI). Places of Performance: Arkansas, Louisiana, Oklahoma, Texas, and New Mexico NAICS Code: 236220 - Commercial and Institutional Building Construction The U.S. General Services Administration, Public Buildings Service (GSA PBS) is seeking information regarding the following potential requirement for small businesses only. An organization that is not considered a small business under NAICS code 236220 should NOT submit a response to this RFI. This Request For Information (RFI) is issued solely for planning purposes. It is not a Request for Proposals, and there is no bid package or solicitation document associated with this RFI. The requested information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI are not offers, and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how to proceed as a result of this RFI. GSA PBS seeks comments and suggestions that may be used in planning support of potential requirements. Any information provided to the Government in response to this RFI is strictly voluntary and at no cost to the Government. The information provided in this RFI is subject to change and is not binding on the Government. No contract will be awarded from this announcement. This is not an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a mailing list. Data submitted in response to this RFI will not be returned, and those who respond to this RFI should not anticipate feedback regarding any submission. GSA PBS Region 7 is contemplating a solicitation for General Construction, Repair, and Alteration services. GSA PBS is seeking information about contractors� ability to provide timely, cost-effective, and quality general construction, repair, and alteration services with the optimum geographic coverage for numerous states. The anticipated multiple award Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts would service geographic locations within the following states: Arkansas, Louisiana, Oklahoma, Texas, and New Mexico. IDIQ contracts would be awarded by zone, which are broken out by county/parish on the attached list. GSA PBS Region 7 anticipates awarding multiple IDIQ contracts per zone (potentially 4-6), and the maximum ordering limitation (MOL) annual total for each IDIQ would vary by zone (potentially between $2M and $6M per year, although the MOL does not indicate the actual value of orders ultimately awarded under an IDIQ). Historically, the majority of Large pool projects may have an average value of approximately $400,000, while the Small pool projects may have an average value of approximately $65,000 however, projects could potentially be as small as $2,000 or as large as $3,500,000. These IDIQ contracts could have a period of performance of five years, potentially separated into a base period and one or more option periods. The anticipated contracts will not include pre-negotiated line item pricing. Task order proposals will be submitted with detailed pricing per division using the current version of the Construction Specifications Institute (CSI) Master format. The price will include labor, materials, travel, markups, indirect cost, profit, and overhead, and all other costs required to successfully accomplish the task order. If any portion of the work is to be performed on a Unit Price basis, the Unit Price shall include all costs of coordinating and incorporating the unit-priced portion of the work into the base contract work. Task orders will be awarded via competition among the primary zone IDIQ contract holders, and be competed among the awardees using criteria established at the task order level. GSA PBS Region 7 task order Contracting Officers could also choose to compete a task order of any size among the primary zone IDIQ contract holders and potentially those in one or more Region 7 secondary zones as well. Please limit the number of pages to 5 in total (the questionnaire and responses to questions below should not exceed 5 pages in total, single-sided). Do not include resumes, capability statements, or any other references or materials. Any submission beyond 5 single-sided pages or other than the questionnaire/question responses will not be reviewed. All prospective responders are responsible for monitoring this site for the release of all other information pertaining to the RFI and future sources sought or solicitation, if any.
