This announcement is hereby revised to issue the official Request for Proposal (RFP) for the Technology Insertion Hardware (TIH) 28/30/32 requirement. All interested parties are advised that this is the formal solicitation. Solicitation Issue Date: 08 January 2026 Proposal Response Due Date: 23 February 2026, 2:00 PM Pacific Time The Naval Sea Systems Command, Naval Undersea Warfare Center Division Keyport, is soliciting proposals for the development, integration, and production of Technology Insertion Hardware for TI-28, TI-30, and TI-32. This effort supports the Navy�s Submarine Warfare Federated Tactical System (SWFTS) and includes requirements for U.S. Navy, Foreign Military Sales (FMS), and Australia, United Kingdom, United States (AUKUS) partners. The Government intends to award a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a nine-year ordering period. The contract will include a mix of Fixed-Price Incentive (FPIF); Cost-Plus-Incentive-Fee (CPIF); Cost-Plus-Fixed-Fee (CPFF); and Cost-Reimbursable CLINs. Offers will be evaluated on a best-value tradeoff basis. The anticipated contract award date is 10 June 2027. The NAICS code for this acquisition is 334511, with a Small Business Size Standard of 1,250 employees. This is a full and open, unrestricted solicitation.
