Q and A #1-2 excerpted here for convenience: *** Question #1: Are we pricing food and beverage service at Government per diem? Answer #1: We appreciate your attention to Government per diem policy and practice. For this 12 May 2026 event and these attendees, this policy is not applicable, although we are mindful of cost. *** Question #2: Please clarify Performance Work Statement Paragraph 1.4.1: Performance shall be at contractor selected venue, approved by Contracting Officer, at a central location within the State of Delaware generally no further north than Wilmington, Delaware, and no further south than the Delaware/Maryland border. Answer #2: Attendees will be traveling to this event from throughout the State of Delaware. The Performance Work Statement Section 6.0 lists DoD Instruction 1342.28 Yellow Ribbon Reintegration Program. DoDI 1342.28 Section 2.8 indicates an Army responsibility to provide support programs in a timely manner, in geographically central locations, and as often as necessary to ensure maximum opportunity for participation by eligible individuals. Therefore, mindful of FAR Provision 52.212-2 Evaluation ? Commercial Services (Tailored), a centrally located venue will be evaluated more favorably than those further north or further south, price and other factors considered. *** These two questions and answers do not require an amendment to the performance work statement nor to the written solicitation. *** End of questions and answers ***
