Description
The U.S. Army Health Contracting Activity (USAHCA), Health Readiness Contracting Office (HRCO), on behalf of the U.S. Army Medical Command (MEDCOM), has developed this Request for Information (RFI) to solicit market research information from industry to assist the Government with analysis of a potential requirement and to obtain commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential risks. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY AND DOES NOT CONSTITUTE A SOLICITATION. This is not a Request for Proposal (RFP), Request for Quotation (RFQ), or Invitation for Bid (IFB). Responses are strictly voluntary and will not be considered offers. The Government will not pay for information received. This notice does not restrict the Government�s acquisition approach. The NAICS Code for this effort is 621399 � Offices of All Other Miscellaneous Health Practitioners. The corresponding size standard is $10 million. REQUIREMENT The Government is seeking information from industry sources capable of providing an interdisciplinary Human Performance Team (HPT) to support the Army Reserve Holistic Health and Fitness (H2F) System. The requirement consists of approximately 25 Contractor Full-Time Equivalent (CFTE) personnel supporting multiple geographically dispersed locations. Key execution characteristics include: - Multi-location performance across CONUS - Travel-intensive support model - Alignment to the Army Reserve �39-Day / Other 28-Day� model - Integration with unit leadership and H2F Integration Teams (HITs) RESPONSES Respondents shall include: 1. What NAICS code does your company typically use for this type of requirement? 2. Describe your labor categories and qualifications. 3. Do you anticipate recruiting challenges? Provide examples such as hard-to-fill locations, high-demand labor categories, licensing constraints, and private sector competition. 4. Describe your staffing strategy. Include examples such as local vs traveling staff, retention incentives, bench/backfill, and high OPTEMPO support. 5. Describe your approach to full-time vs part-time staffing. Include full-time teams, rotational staff, hybrid models, and remote support. 6. Do you staff locally or use regional/traveling personnel? Include cost and continuity impacts. 7. What pricing structure would best support this requirement? Include examples such as FFP per FTE, hourly rates, or hybrid structures. 8. Do you anticipate barriers to competition? Include examples such as multi-location staffing, travel intensity, credentialing requirements, recruiting pipeline limitations, and retention challenges. 9. What is an acceptable proposal preparation timeframe? 10. Do you recommend a transition period? Include onboarding 25 CFTEs, multi-location coordination, and Government integration. 11. Is there a peak recruiting season? 12. Provide feedback on single-award vs regional approaches. 13. Provide any additional comments. 14. Describe your approach to performance tracking and reporting (e.g., MAR, ROI tracking). 15. Describe your approach to executing a multi-location, travel-intensive requirement.
