Description
The Department of War has awarded a sole-source, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to ElbitAmerica Inc. for the test and repair of F-16 Common Data Entry Electronic Units (CDEEU). Under this contract, the contractor is required to perform "just-in-time" testing and repair services to restore CDEEUs to a serviceable "A" condition in accordance with Original Equipment Manufacturer (OEM) specifications, approved technical orders, and methods authorized by the cognizant engineer. To support this operational readiness mission, Elbit America will provide and maintain all necessary capabilities, including: Engineering expertise and specialized labor. Proprietary tools, test equipment, and OEM parts. Comprehensive test and repair records, including cost accounting records for all serviced units. Sole Source Justification (Non-Competitive Award) In accordance with FAR 6.103-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements), this action was not awarded competitively. Elbit America is the original equipment manufacturer (OEM) and the only source with the proprietary technical data, specialized test equipment, and engineering capability required to perform these critical F-16 component repairs. The redacted Justification and Approval (J&A) will be posted to SAM.gov in accordance with RFO requirements.
