Description

(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation number 140R2026Q0024 is issued as a request for quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 dated 3/13/2026. (iv) This acquisition is Open Market with no set-aside. The NAICS code is 541690 and the size standard is $19.0 million (v) The contract line items are listed in the price schedule of the solicitation package (see Attachment 1). When providing a quote, please fill in your fully burdened rate for each labor category for each year. Do not change the estimated hours. (vi) The contractor shall provide services to support improvements to operational assumptions within the CalSim 3 model and support the Bureau of Reclamation in related operations analysis, focusing on allocation, export, model efficiency, Cooperating Operations Agreement and Millerton operations logic. (vii) The period of performance is listed in the Price Schedule and the Statement of Work. (viii) The provision 52.212-1, Instructions to Offerors�Commercial Products and Commercial Services, applies to this acquisition. The quote package will consist of the price schedule. (ix) The provision 52.212-2, Evaluation�Commercial Products and Commercial Services, does apply to this acquisition. We will conduct a comparative evaluation based on price and past performance. (x) The clause 52.212-4, Contract Terms and Conditions�Commercial Products and Commercial Services, applies to this acquisition. There are not any addenda to this clause. (xi) All additional contract clauses and provisions are included in the attached solicitation package. (xii) The Defense Priorities and Allocations System (DPAS) do not apply to this acquisition. (xiii) Quotes are due by 3:00 PM (Pacific Standard Time) on May 20, 2026 and should be emailed to Sherry Heibeck at sherry_heibeck@ios.doi.gov.
