Description

The U.S. Department of State, Bureau of Diplomatic Technology (DT), Office of Consular Systems and Technology (CST), issues this Request for Information (RFI) for market research and acquisition planning purposes only. This RFI does not constitute a solicitation or commitment to award a contract. The Department seeks information from qualified vendors capable of delivering a comprehensive Online Presence Vetting (OPV) solution to support consular visa adjudication at a scale of up to 18 million applicants annually across more than 300 consular locations worldwide. The solution must provide automated open-source intelligence (OSINT) data collection, entity resolution, and analytical insights to enable effective online presence screening of visa applicants. Interested parties must review the attached document RFI_OPV for full requirements and submission guidelines, and must complete and submit Attachment A Response Template along with their response. All responses must be submitted electronically via email to KayaniBA@state.gov no later than 11:00 AM EST on July 14, 2026.
