Description

DESCRIPTION NOTICE OF INTENT TO SOLE SOURCE This notice is in accordance with (IAW) Revolutionary FAR Overhaul (RFO) 5.101. The Department of Labor (DOL), Job Corps Acquisition Services (JCAS), hereby provides notice of its intent to award a sole source, firm-fixed price contract for the services listed below to Education and Training Resources (ETR). The contract is expected to be awarded under authority of RFO 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The contract is expected to be awarded under the authority of RFO 15, Contracting by Negotiation. JCAS has documented the decision that only one source is available and the basis for the decision. A Sole Source Justification for Other Than Full and Open Competition has been prepared. The anticipated award date is no later than 08-31-2026. The contractor shall operate Montgomery Job Corps Center for a period of twelve months, with a possible six-month extension under RFO FAR 52.217-8, Option to Extend Services. The NAICS code is 611519 with a small business size standard of $47 million. DOL intends to solicit and negotiate with ETR located at 2422 Airway Dr, Bowling Green, KY 42103. Market research was conducted and DOL determined that ETR is the only contractor who can operate this center without disrupting critical services to the students, incurring transition time and associated costs, which would cause significant harm to the Government. As the current operator, the incumbent is in place and prepared to continue services immediately without disruption, while DOL competitively procures these services IAW RFO 15, Contracting by Negotiation. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES However, interested parties may identify their interest and capability to respond to this requirement and may submit a bid, proposal, or quotation (as appropriate) that the agency shall consider within the given closing/due date of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. DOL will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO SOLE SOURCE NOTICE � Montgomery Job Corps Center in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Maria O�Neil, by email at oneil.maria@dol.gov NO LATER THAN the given closing date and time on this notice. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities.
