Description

This is a combined synopsis/solicitation Amendment for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Questions and Answers Solicitation 36C26326Q0548 Question 1. Simultaneous Transport Capacity Fleet Composition and Time- of-Day Demand PWS Section 4.5.1.6 requires the contractor to have "sufficient vehicles and personnel" to accommodate up to four (4) simultaneous transport requests. PWS Section 4.5.1.7 notes that normal operating conditions typically involve 3 5 total transports per weekday and significantly less on weekends and holidays. To structure our fleet model and price accurately, we respectfully request the following clarifications: (a) May the contractor satisfy the 4-unit simultaneous capacity requirement using a combination of dedicated VA-assigned vehicles and its existing credentialed commercial fleet provided all vehicles and personnel meet VA equipment standards and credentialing requirements or must four dedicated VA-exclusive units be maintained in a separate, committed stand by configuration at all times? Government Answer: The 4 units can be used for other transportation as long as they are available when we need them. They do not have to be set aside specifically for the VA. Question 2. Has peak simultaneous transport demand under this or prior contracts historically been concentrated during specific hours of the day? If so, can the Government share that distribution? The PWS provides weekday versus weekend volume context, but time-of-day distribution is not addressed and is material to crew shift design. Government Answer: The peak times will fluctuate based on clinical availability, bed availability, and discharge times. For routine scheduled appointments during the week, the peak times would be 10:00am to 4:30pm. For patients being transferred to the VA hospital, during both the week and weekend, the peak times would be 8:00pm to 3:00am. Question 3. Personnel Credentialing Initial SAC Timeline, Provisional Service, and Mid-Contract Onboarding PWS Section 4.3.1.5 requires all contractor personnel to complete a Special Agreement Check (SAC) with fingerprinting conducted at the Omaha VAMC. The PWS specifies a 90-day window for annual renewal but does not address the initial clearance timeline or provisional work authorization. We request clarification on three related points: (a) What is the typical timeline from a contractor employee's fingerprint appointment at the Omaha VAMC to final SAC adjudication and credentialing clearance for initial contract personnel? Government Answer: Fingerprints generally come back within a week from date of submission. (b) May contractor personnel who have submitted fingerprints and have a pending SAC investigation perform VA transport services on a provisional basis while awaiting adjudication, or must full clearance be obtained before any employee may perform services under the contract? Government Answer: Work may commence only after fingerprints are back and the background investigation has been initiated. (c) For replacement and newly hired staff added during contract performance, is the SAC fingerprinting and adjudication process and timeline the same as for initial contract personnel? Is there a dedicated scheduling mechanism at the Omaha VAMC for contractor fingerprint appointments, or are contractor staff processed through the general appointment queue? Government Answer: The timeline remains the same regardless of whether it is the beginning of the contract or somewhere in the middle. Contractors are processed through the general appointment queue along with everyone else. Question 4: The instructions state: "Any document included in the submitted quotes shall not be handwritten, be electronic utilizing 12-point Arial, Calibri, Courier, or Times New Roman font." These are standard fonts and sizes. Is Arial 11-point acceptable?� Government Answer: The sentence in the solicitation was written incorrectly. Arial 11-point font is acceptable.
