THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The purpose of this notice is to conduct market research and obtain information from qualified businesses in identifying the availability of the requirement outline in the Performance Work Statement (PWS). See attached draft PWS for details. No solicitation is being issued at this time. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The contractor shall provide, but not be limited to, 33,280 phlebotomist hours per year with the option to increase by an additional 11,050 hours by contract modification as location needs demand for health care services listed in the contract for Veteran beneficiaries of the Department of Veterans Affairs, located at the Michael E. DeBakey VA Medical Center (MEDVAMC), 2002 Holcombe Boulevard, Houston, TX 77030. Responses to these sources sought must include the following information: 1. Your company name, address, contact person name, phone number, fax number, e-mail address(s) and SAM Unique Entity ID and company website if available. 2. Your company GSA/FSS contract number if available. 3. Socio-economic status of business (i.e. SDVOSB/VOSB, 8(a), HUB Zone, Women Owned Small Business, Small disadvantaged business, or Small Business HUB Zone business) 4. Capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Interested vendor should submit an email to karen.battie@va.gov. All responses must be received in writing no later than 2:00 PM CST on March 26, 2026. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided. No solicitation document is available at this time; this notice is to acquire information only. Vendors interested in providing an offer will have to respond to a solicitation announcement that shall be published separately.
