Description

PRESOLICITATION NOTICE The U.S. Army Corps of Engineers, Kansas City District, anticipates issuing a solicitation and awarding a single contract for construction services for the installation of water and electrical utility lines at the Minooka Park C Loop Campground, located at Wilson Lake in Kansas. The Government intends to award a Firm-Fixed Price (FFP) contract for this project. This will be a 100% Small Business HUBZone Set-Aside. The work covered includes removal and replacement of existing water and electrical utilities to 31 campsites along C Loop in Minooka Park at Wilson Lake, including the complete removal of aboveground appurtenances, partial demolition and abandonment of belowground utilities as indicated on the Drawings, installation of new water and electrical lines, and all related incidental work. All work must be executed in strict accordance with the approved Drawings and Specifications. Currently, a Pre-Solicitation Conference is not scheduled. If the Government decides to hold a conference, this announcement will be amended accordingly. A site visit is planned for this solicitation. Details regarding the date, time, and location will be provided within the solicitation. Any changes to the site visit schedule will be communicated in the solicitation or through subsequent amendments, as applicable. No options are currently identified for this project. The estimated magnitude of this construction project is between $500,000 and $1,000,000. The solicitation will be issued as an Invitation for Bid (IFB), open to HUBZone Small Businesses. Submission requirements and evaluation criteria will be detailed in the solicitation. The IFB will result in the award of a single Firm-Fixed Price (FFP) construction contract. The estimated performance period for completing construction is approximately 180 calendar days from the Notice to Proceed (NTP). A bid bond will be required with your proposal, amounting to 20% of the offerors proposed price or $3,000,000.00, whichever is less. Performance and Payment Bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued. Bids will be due on the date and time specified in the solicitation. We anticipate releasing the solicitation within the next 60 days. To avoid missing this notice, contractors are encouraged to register as interested vendors. By registering, you will be automatically notified of any changes to this notice, including the posting of the solicitation. The North American Industry Classification System (NAICS) code for this project is 237990, with a size standard of $45,000,000.00. The solicitation will be open to all HUBZone Small Businesses. Prior to submitting a proposal/bid, vendors must be actively registered in the System for Award Management (SAM) system and the Procurement Integrated Enterprise Environment (PIEE). These systems are Federal Government-owned and operated websites, accessible free of charge. All vendors must verify their information on these websites. Accessing and downloading the solicitation requires registration on both the SAM.gov website at https://sam.gov/ and the PIEE website at https://wawf.eb.mil/. Downloads and instructions are available on these websites. Amendments will only be available on the PIEE website. Bidders/Offerors are responsible for regularly checking these websites for any updates to this Pre-Solicitation Announcement or amendments to the Solicitation. The Government is not responsible for any loss of internet connectivity or an offerors inability to access the documents on the referenced websites. Registration is required in the Procurement Integrated Enterprise Environment (PIEE). No bid is requested at this time, but registration is necessary to submit bids once the solicitation is posted. Select SOL-Solicitation, Step 2. Select Proposal Manager, Step 3. Click Add Roles, Step 4. Fill in your Location Code (CAGE Code) [next] 9. Provide a justification for your registration [next] 10. Follow the remaining prompts to submit your registration VERIFY ACCOUNT STATUS/CAPABILITIES. Once the Proposal Manager account has been approved, verify that your account is showing as active on your profile page. Also, after clicking on the specified solicitation, confirm that the Offer tab is visible next to the Solicitation tab at the top of the page. The bid will be submitted through the Offer tab. It is crucial to verify this early in the process to mitigate any potential problems with submitting your proposal.
