PRE SOLICITATION NOTICE Solicitation No.: 36C25026B0043 Project No.: 538 19 215 Title: Patient Privacy & Dignity Renovations Facility Wide Location: Department of Veterans Affairs, Chillicothe VA Medical Center Procurement Type: Invitation for Bids (IFB) Set Aside: Service Disabled Veteran Owned Small Business (SDVOSB) NAICS Code: 236220 (Commercial and Institutional Building Construction) Size Standard: $45.0M Magnitude of Construction: Between $1,000,000 and $5,000,000 Bonding Requirements: Electronic copies of� Bid,� Payment, and� Performance Bonds� will be required. 1. DESCRIPTION OF WORK The Department of Veterans Affairs, Network Contracting Office 10 (NCO 10), intends to issue an Invitation for Bids (IFB) for a construction project titled Patient Privacy & Dignity Renovations, at the Chillicothe VA Medical Center. Work includes, but is not limited to: Installation of cubicle curtain assemblies in multiple facilities Removal of existing curtains at designated CBOCs (alternates) Replacement of doors and door hardware across multiple buildings Removal of specialty HW R3 locks in Building 210 (Alternate #3) All associated construction, demolition, infection control, safety, scheduling, coordination, and quality control requirements for an active medical environment This project must be executed while maintaining medical center operations, requiring strict adherence to Infection Control Risk Assessment (ICRA), safety specifications, badging/security protocols, and historic preservation requirements. 2. BID ITEMS Bid Item #1 Base Bid Includes the installation of cubicle curtains in multiple buildings and the replacement of doors and door hardware in multiple buildings. Period of Performance (POP): 360 Calendar Days. Bid Item #2 Alternate #1 Same as Bid Item #1. Eliminate the work associated with the cubicle curtains for the Cambridge CBOC and Portsmouth CBOC. POP: 360 Days. Bid Item #3 Alternate #2 Same as Bid Item #2. Eliminate the work associated with the cubicle curtains for the Lancaster CBOC. POP: 360 Days. Bid Item #4 Alternate #3 Same as Bid Item #3. Eliminate the work associated with removing the existing hardware sets and installing 29 HW R3 hardware sets in the following rooms of Building 210: 109A, 110A, 112A, 113A, 128A, 129A, 131A, 133A, 143A, 144A, 145A, 146A, 151A, 152A, 153A, 160A, 161A, 163A, 164A, 180A, 182A, 183A, 243A, 244A, 245A, 246A, 251A, 252A, 253A. POP: 350 Days. 3. PLACE OF PERFORMANCE Chillicothe VA Medical Center 17273 State Route 104 Chillicothe, Ohio 45601 AND Associated CBOCs 4. SOLICITATION DOCUMENTS The solicitation is expected to be posted on� SAM.gov� on or about� May 11, 2026, with proposals due approximately� 30 days� thereafter. All documents, including specifications and drawings, will be available electronically only. Interested offerors are strongly encouraged to register at SAM.gov to receive automatic updates and amendments. Note:� The Government will not maintain or distribute an offeror s mailing list. It is the responsibility of interested parties to monitor SAM.gov for updates. The solicitation, drawings, and specifications will be available only electronically through SAM.gov. No paper copies will be issued. 5. IMPORTANT REQUIREMENTS All bidders must be SDVOSB verified in VetCert (via SBA) at time of bid submission and award. Project is required to follow: VA Safety Manual (01 35 26) Infection Control Class III standards CQM, CQC, and submittal register requirements CPM scheduling with monthly updates Contractors must comply with all Chillicothe VAMC badging, parking permit, and privacy/security policies. 6.
