Notice of Intent to Sole Source: 36C77626Q0118 National Veterans Summer Sports Clinic Adaptive Obstacle Race Introduction: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract to SPARTAN RACE INC. for an adaptive obstacle course race event and related services in support of Department of Veterans Affairs adaptive sports and rehabilitation programming for the National Veterans Summer Sports Clinic (NVSSC) to be held in Orlando, FL., from May 2, 2026-May 10, 2026. This procurement is being conducted in accordance with Revolutionary Far Overhaul (RFO) Parts 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements and 12.102(b) Restricting competition.. The NAICS code for this procurement is 711310 and the Small Business Administration Size Standard is $40 Million. Justification: The Department of Veterans Affairs requires a structured, professionally managed adaptive race event to support rehabilitation, community reintegration, and adaptive sports programming for Veterans. The event requires an established race operator capable of designing and implementing a safe, scalable obstacle course event that can be adapted for participants with varying physical abilities, while meeting safety, permitting, insurance, and logistical requirements within a compressed timeframe. These services directly support VA rehabilitation and adaptive sports objectives by promoting physical activity, recovery, and community engagement among Veterans. This procurement is for the utilization of a custom adaptive race course suitable for Veterans with disabilities. Background: The NVSSC is one of the national rehabilitation events supported by the Secretary of Veterans Affairs in promoting Veterans with disabilities living a healthy and active lifestyle through sports and recreation. The mission of this innovative program is to empower Veterans to engage in fitness, summer sports and recreational opportunities designed to improve the Veteran s physical and mental well-being while fostering community and social engagement. Services to be provided include, but are not limited to: Design and construction of a custom adaptive race course suitable for Veterans with disabilities Coordination and acquisition of required permits and venue approvals Event logistics and operational support, including course setup and breakdown Participant registration and access management Race timing, staffing, and safety support On-site coordination and race management Equipment, materials, and infrastructure necessary to conduct the event Other related services necessary to execute a professionally managed obstacle course race event This requirement is needed to support adaptive sports for the National Veterans Summer Sports Clinic. An estimated 300 participants including Veterans will be participating. Submittal Information: As stated above, this is an Intent to Sole Source. No solicitation document is available, and telephone calls will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which may be considered by the agency, only if received by the closing date and time of this notice. Responses shall provide detailed information that demonstrates the vendor is capable of meeting all requirements as detailed in the PWS A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government.
