Description

Description The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS), intends to issue a competitive Full and Open solicitation for the award of a single-award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for Occupational Safety, Industrial Hygiene, Information Systems, and Training (OSIST) support services. The contemplated acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services; FAR Part 15, Contracting by Negotiation; and FAR Part 16.5, Indefinite-Delivery Contracts. The Government intends to award one (1) IDIQ contract resulting from Solicitation No. 75F40126R00020. The resultant IDIQ contract is anticipated to support FDA enterprise-wide occupational safety, industrial hygiene, laboratory quality, biosafety, information systems, and training requirements through issuance of individual task orders. Task orders may be issued on a Firm-Fixed-Price (FFP), Time-and-Materials (T&M), Labor-Hour (LH), or hybrid basis. The anticipated ordering period is five (5) years from date of award. The anticipated maximum contract ceiling is $14,500,000. The guaranteed minimum will be satisfied through issuance of the initial task order at time of award. Services to be performed under the resultant IDIQ contract include, but are not limited to: Occupational safety and laboratory quality support services; Primary barrier equipment maintenance, repair, and certification; Industrial hygiene assessments and program support; Information and data systems support; Training development and management; Policy, compliance, and programmatic support services; BSL-3 laboratory re-verification and certification support; HVAC airflow and pressure differential testing; Vaporized hydrogen peroxide (VHP) decontamination services; and Biosafety compliance assessments aligned with CDC, NIH, USDA/APHIS, OSHA, ANSI, ISO, and related federal standards. Primary performance will occur at FDA Headquarters located at the White Oak Federal Research Center, 10903 New Hampshire Avenue, Silver Spring, Maryland 20993, with additional performance possible at FDA facilities nationwide. The Government is attaching a draft version of Solicitation No. 75F40126R00020 for industry review and planning purposes. The attached draft Request for Proposal (RFP) is provided to assist prospective offerors in understanding the anticipated scope and structure of the requirement and does not constitute the final solicitation. The draft solicitation is subject to change prior to formal issuance of the official solicitation on SAM.gov. This synopsis and attached draft solicitation are issued for informational and planning purposes only. The Government is not requesting proposals, capability statements, comments, questions, or responses at this time. No contract award will be made as a result of this notice. Any future solicitation will be separately posted to SAM.gov. The Government anticipates issuance of the formal solicitation on or about June 2026 via SAM.gov. Important Notice to Interested Offerors Offerors must be registered in the System for Award Management (SAM) at https://sam.gov at the time of proposal submission, prior to award, and throughout contract performance.
