Description
This is a special notice prepared in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Subpart 5.1 "Presolicitation." THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. U.S. Army Corps of Engineers (USACE), Portland District intends to negotiate and award a sole-source contract to the original Designer of Record (DOR), Tetra Tech, Inc. This is a non-competitive acquisition conducted under the statutory authority of 10 U.S.C. �3406(c)(2), as implemented in RFO 16.507-6(b)(2). Tetra Tech, Inc. is the only source capable of providing the required services at the specified level of quality due to the unique and highly specialized nature of the design and the continuity required for the Skamokawa pile dike system repairs. Purpose and Scope The overall scope of this requirement is to perform updated surveys to finalize the Plans and Specifications (P&S) package for the Skamokawa pile dike system repairs and update the Design Documentation Report (DDR) accordingly. Finalizing this package will enable the advertisement, contractor selection, and execution of a construction contract. Background TetraTech is the DoR for the previously completed P&S and DDR, which they submitted to USACE in March of 2025. At that time additional environmental oversite resulted in delays to the project being approved for construction, resulting in the design expiring after 6 months per current agency work instruction policy. USACE is now back looking to update and award the design for construction. Additional and Option Tasks In addition, to the updated surveys includes updating the existing DDR to reflect any design modifications made during the finalization of the P&S package. Optional work includes a hydraulic modeling update, topographic and bathymetric surveys, an additional round of BCOES review, and a project team meeting. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541330, Engineering Services. The size standard is $25.5M for the NAICS code defined by the U.S. Small Business Administration. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement to the Contracting Officer/Specialist before the notice end date. If no affirmative written responses are received by 2:00 PM Pacific Time on 4 June 2026, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete with this proposed requirement is solely within the discretion of the Government.
