Description
AMENDMENT 04 (2026 Jun 25) -- the following changes and updates have been made: 1. Q and A (2026 Jun 22) is attached. 2. Combined Synopsis/Solicitation (CSS; the main solicitation document) has been updated -- a. There are two evaluation factors: Technical Acceptability [pass/fail] and lowest total price. b. Offer Due Date is Thursday, July 23rd, 2026 (Noon CDT). c. RFO reference links are updated. d. Technical Approach documentation is limited to 100 pages (Word, Excel, and PDF only). e. Late quotes will NOT be accepted. f. Contractor Responsibility has been spelled out. g. Technical Acceptability information provided. h. All references to RFO FAR have been updated to RFO. i. Misc. para. numbering and PZIMC's location has been updated. 3. Quote Sheet (2026 Jun 25) - a storage CLIN has been added. REMINDERS: This is an All-Or-Nothing Requirement � You�re not just supplying us with the Impact Innovation EcoCSII Cold Spray Machine: you�re supplying us with EVERYTHING, such as -- Impact Innovation EvoCSII Cold Spray Machine � [BRAND NAME] configured for Helium & Nitrogen Carrier Gas and Multi-Gas Sprays; equipped with nozzle cooling, powder feeder station configured for 2 powder feeders, and 2 powder feeders; EvoCSII 6/11 AH Cold Spray Gun; includes all additional tools listed in Appendix A of the Statement of Work (SOW). See SOW for machine details. Fanuc M-710iC/50 Industrial Robot � [BRAND NAME] delivered with all options listed in the SOW. Nitrogen Supply System � capacity sufficient to meet gas consumption on 4-6 week refill schedule; compressor sized to produce 3600psig; gas provided at 99.999% purity; configured for outdoor service; configured with capacity telemetry to schedule delivery; foundation assessment (new foundation, if required); see SOW for details. Argon Fire Suppression System � meets requirements set in NFPA 484 and NFPA 2001. See SOW for details. HiWatch HR2 Particle Measurement System � [BRAND NAME] with sensor. See SOW for details. ReliaCoat In-Situ Coating Property (ICP-8) Sensor � [BRAND NAME] see SOW for details. Dust Handler/Collector � with spark arrester and blast venting. See SOW for details. High-Pressure Gas Plumbing � see SOW for details. Ancillary Equipment � all additional items and components included as listed in SOW System Integration � as outlined in SOW. Installation � see SOW for details. Training � see SOW for details. The successful offeror will be responsible for EVERYTHING spelled out in the SOW. The successful offeror will be the supplier, installer, integrator, and trainer for this requirement. Failure to quote on just one item we need will render you ineligible for award. Use of Simplified Procedures � We�re using RFO 12 procedures, which gives us great flexibility and in evaluations and issuing awards. RFO 15 does not apply. Small Business Set-Aside: This acquisition is a 100% Small Business Set-Aside. The NAICS Code is 334519 (size standard: <600 employees). You must have this NAICS code listed in your active SAM.gov Representations and Certifications to qualify. Large businesses are ineligible. SAM.gov Registration: Your organization must have an Active and complete profile in SAM.gov to receive a contract award. Brand Name Requirement: This is strictly a Brand Name requirement. Quotes must be for the exact items specified in the Quote Sheet and attachments. "Substitute" or "equal" items are not permitted and will render your quote ineligible for award. Interchanges Before Award: The government intends to award without interchanges; however, we reserve the right to conduct interchanges with one, some, or all of you if later determined to be necessary by the Contracting Officer. The government may waive informalities and minor irregularities in quotations received; therefore, your initial quotation should be complete and contain your best terms from a price and technical standpoint. Potential Post-Award Installation Delay: Installation may be delayed up to 18 months. This is to allow time for Tinker AFB Civil Engineering to review and approve your proposed installation methods for altering real property/infrastructure. Contract Performance: the successful offeror's performance will be noted in the Supplier Performance Risk System (SPRS) after inspection and acceptance of the Cold Spray System. Positive and negative performance will be noted in SPRS, especially negative performance (i.e. buying in, poor performance, et al). -------------------------------------------------------------------------- -------------------------------------------------------------------------- AMENDMENT 03 (2026 May 14/1430 hrs) -- three changes have been made, and they are as follows: 1. Pictures and a Drawing - redacted/vetted pictures and one drawing have been uploaded for your use. 2. Q&A Period - all questions are due to us no later than 9:00 AM CDT on Thursday, May 21st, 2026 . 3.
