Description

Marine Corps Installations - National Capital Region (MCI-NCR), Regional Contracting Office (RCO), Quantico, VA hereby gives notice of intent to award a purchase order to I4CP, INC. (CAGE Code: 59U80) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) 12.102(a), the circumstances of the contract action deem only one source reasonable available. This procurement is to provide I4CP CHRO Board Membership Agreement to the Chief Human Capital Officer (CHCO). This procurement supports the CHCO in executing the highly complex and expansive duties associated with this billet. Specifically, the CHCO serves as the Information Workforce Division (IWD) Director at Deputy Commandant for Information (DC I). The applicable NAICS Code is 541720; Research and Development in the Social Sciences and Humanities. Market research has concluded that I4CP is the sole-source provider of its products and services for federal customers. Therefore, the government intends to procure this requirement on a sole source basis from the original equipment manufacturer (OEM) of this membership � I4CP, INC. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within seven (7) calendar days after the date of the publication of this notice will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. Responses shall be emailed to Heaven Onley, at heaven.j.onley.civ@usmc.mil, no later than Monday 15, June 2026, 10:00am EST.
