Description
The United States Air Force intends to issue solicitation FA5575-26-B-0003 to solicit Bids for a Firm-Fixed Price contract to expand the non-potable water distribution system to cover irrigation areas and provisions for the future connection of buildings to the non-potable water distribution system at Mor�n Air Base, Spain. The magnitude of construction for this project is estimated to be between $500,000 and $1,000,000 U.S. Dollars. The period of performance for this project is estimated at 570 calendar days. A solicitation package will be available on the SAM website at www.sam.gov on or after 6 May 2026. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (3) "The contractors must meet the requirements established by Spanish legislation for execution of government works. A breach of contract on the part of a contractor shall have the same consequences for the contractor for purposes of future contracting with the Spanish government as would occur with a breach of a contract with the Spanish public administration." and (5) " Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements". The construction works consist of, but are not limited to, the items indicated below, including the testing to be performed by independent laboratories for quality control: 1. Site investigation The Contractor shall be verifying existing utility locations, within the area of work. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are located. Verify the elevations of existing piping, utilities, and any type of underground obstruction discovered during scanning, in locations to be traversed by piping and other work to be conducted or installed. Verify elevations before installing new utilities close to manholes or other adjacent structures. 2. CLIN�S CLIN #1: BASE BID: AREA #1 (BRANCH LINE N�18) + INSTALLATIONS OF PROGRAMMERS IN EXISTING SPRINKLER IRRIGATION SYSTEM + MODIFICATION OF NON-POTABLE WATER SYSTEM AT POTABLE WATER TREATMENT FACILITY 1.1 Civil works: 1. Provide all piping and valves as indicated in the drawings for non potable water system. 2.Provide hose bibb, hose connection vacuum breaker 3/4", water meter, pressure gauge, solenoid valve, programmer with solar panel as indicated in the drawings including cabinet. 1.2.3 Irrigation System area #1 branch line n�18 1. Provide hose bibbs with water meter, pressure gauge as indicated in the drawings including cabinet. 2. Provide all piping and valves as indicated in the drawings for non potable water system. CLIN #2: OPTION #1: AREA #2 (BRANCH LINES 08, 09, 11, 12 (building #302) and Running Track 1.1 Civil works: 1.Excavations and fill for trenches utilities routing. 2. Provide all piping and valves as indicated in the drawings for non potable water system. 2. Provide hose bibbs with water meter, pressure gauge as indicated in the drawings including cabinet. 3. The certification requirements are as follows: CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the "Registro Oficial de Licitadores y Empresas Clasificadas del Estado", covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate. GROUP SUBGROUP CATEGORY C 1 2 E 1 3 Any other technical requirments will be listed in the solicitation.
