Description
ARMY CORPS OF ENGINEERS-CHICAGO DISTRICT'S NOTICE OF INTENT TO INCLUDE BRAND NAME COMPONENTS FOR A FUTURE CONTRACT FOR THE GARY SANITARY DISTRICT WASTEWATER TREATMENT PLANT GRIT DEWATERING Prescribed at the Federal Acquisition Regulation (FAR) are provisions discussing "Only one responsible source and no other supplies or services will satisfy agency requirements." Procedures are herein implemented to satisfy the requirements of such provisions, and are specific to FAR � 6.302-1(c) (1) (i) and (ii) (A) (B) and (C). Accordingly, by this notice, the Army Corps of Engineers, Chicago District is satisfying the particular conditions at subparagraphs (d) (2) of said Subsection, relative to acquiring brand name only products or items peculiar to one manufacturer. For the purposes described hereunder, the Chicago District intends to issue a competitive solicitation that will include brand name only items. Therefore, the winning CONSTRUCTION contractor will be required to purchase the brand name items to be compliant with systems already in use/place by the City of Gary, Indiana. The equipment consists of two (2) grit pumps, and two (2) grit washers. The brand name equipment shall be supplied by Smith & Loveless, Inc. and specifically includes the following: Supply and Delivery of Grit Pumps specified herein to the project site including all ancillary equipment, VFDs, spare parts, and special tools and services � Smith & Loveless, Inc. (2 each), Supply and Delivery of Grit Washers specified herein to the project site including all ancillary equipment (including air compressors and/or grit cyclones/concentrators if needed), spare parts, and special tools and services � Smith & Loveless, Inc. (2 each), Supply and Delivery of custom control panels specified herein to operate grit pumps and grit washers and services � Smith & Loveless, Inc. (1 lump sum), Independent, post start-up washed grit testing and analysis to confirm system performance and washing efficiencies � Smith & Loveless, Inc. (1 lump sum). With respect to the future construction project, wherein the aforementioned brand name items will be installed, it is common for local communities, such as Gary Sanitary District to standardize grit dewatering requirements throughout their corporate boundaries. This provides a uniform method of specifying and installing grit dewatering system, in order to facilitate manufacturer standardization. This type of standardization is also in the best interest of the Public Works department, who work within these corporate boundaries and are responsible for the maintenance of these facilities. Accordingly, to meet the existing facility standards already in place, the Gary Sanitary District Wastewater Treatment Plant Grit Dewatering Project requires the installation of brand-named equipment as depicted above. Moreover, if other than the brand name items were acquired, it would cause substantial compatibility issues for the Public Works department within the Gary Sanitary District. These issues could potentially duplicate costs with respect to spare parts, inventories and the wastewater treatment plant grit dewatering equipment. Therefore, the use of the existing standard specified Manufacturer of grit dewatering system replacement installation, names Smith & Loveless, Inc. is necessary to satisfy the need for standardization of such equipment. Interested parties may identify their interest and submit clearly articulated product information. Product information lacking the particular features that do not meet, or cannot be modified to meet, this agency's needs cannot be considered.
