NOTICE OF INTENT TO SOLE SOURCE to an ISBEE for the Indian Health Service THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. This contract action is for the acquisition of services for which the Government intends to solicit and negotiate with only one source under the authority of HHSAR 326.603-1. The Indian Health Service intends to award a single source purchase order to Goldbelt Frontier, LLC 5500 Cherokee Ave Ste 100, Alexandria, VA 22312-2357. The Indian Health Service, Navajo Area Indian Health Service (NAIHS), Northern Navajo Medical Center (NNMC) in Shiprock, NM, requires targeted on-site training specifically focusing on �Writing Performance Work Statements� (PWS) for Federal Government contracts for their acquisition staff. The Contractor shall provide on-site training on writing PWS. Attendees will gain the ability to articulate the strategic importance of PWS in acquisition. They will learn to draft, analyze, and finalize comprehensive PWS documents � including problem statements and project visions, while mastering the development of clear requirements and understanding the direct impact of precise PWS language on project success. The on-site training will utilize in-house computer labs (23 stations). Due to the high number of attendees, there will be five separate 3-day sessions to be scheduled over separate weeks. The anticipated period of performance will be from July 1, 2026 through June 30, 2027, if all options are exercised. The applicable North American Industry Classification System (NAICS) code for this acquisition is 611430 - Professional and Management Development Training and a size standard of $15M. The IHS will solicit and negotiate directly with Goldbelt Frontier, LLC and no solicitation will be issued. Interested parties may identify their interest and capability. Award is subject to approval of the Sole Source Justification. This notice of intent is not a request for competitive proposals or quotations; however, an interested party may submit a statement of capabilities if they believe they can meet the above requirement. The statement of capabilities must be submitted in writing and contain sufficient detail to allow the Government to determine if the party can provide the requirement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. All responses must be received within 7 days from the date of publication of this synopsis. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 7 days of this notice, an award will be made to Goldbelt LLC. This procurement is to be processed using Simplified Acquisition Procedures.
