NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT Agency: U.S. Fish and Wildlife Service (USFWS) Office: Joint Administrative Operations � Acquisition Operations Posting Type: Notice of Intent to Sole Source NAICS: 327320 � Ready-Mix Concrete Manufacturing PSC: 5610 � Mineral Construction Materials Authority: RFO FAR�6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. 1. Description of Requirement The U.S. Fish and Wildlife Service (USFWS) intends to award a sole source contract for delivery of 50 cubic yards of 4500 psi ready mix concrete, including pump truck and operator support, to be used for the installation of six new concrete ramps at Jones Hole National Fish Hatchery (NFH). Work is scheduled for July 9�10, utilizing Maintenance Action Team (MAT) and Maintenance Internship and Fellowship Program (MIFP) personnel. 2. Sole Source Justification This action is processed under RFO FAR 6.103-1, Only one responsible source. Market research determined that only one responsible source can meet all delivery and performance requirements of this remote-site concrete delivery within the required timeframe. Market Research Summary Market research identified three regional suppliers: � Suncore Construction and Materials, Inc. � Can deliver to Jones Hole, has a pumper truck, and is SAM.gov registered. � Burdick Materials � Delivery possible, but lacks required pumper truck; not SAM.gov registered. � Intermountain Concrete Co. � Cannot deliver required volume to the site. Technical Barriers to Competition � Concrete hydration limits delivery feasibility to a 90-minute maximum transport window. � Delivery to the remote Jones Hole NFH location requires appropriate additives and a pump truck. � Only two vendors can reach the site; only one meets all performance and federal compliance requirements. 3. Intended Sole Source Vendor SUNCORE CONSTRUCTION AND MATERIALS, INC. 3468 N 1150 W Spanish Fork, Utah 84660 (Only vendor confirmed capable of meeting delivery range, providing a pump truck, and complying with SAM.gov registration requirements.) 4. No Solicitation Will Be Posted This notice is not a request for competitive quotes, and no solicitation will be issued. However, interested parties may submit a capability statement demonstrating the ability to meet all requirements, including: � Delivery of 50 cubic yards of concrete to Jones Hole NFH, ~40 miles from Vernal, UT � Ability to provide a pump truck and operator operating under USFWS direction � Ability to maintain concrete integrity within hydration constraints Responses that do not clearly demonstrate full capability will not be considered. 5. Response Instructions Responses must include: � Business name and UEI � Demonstrated technical capability addressing every requirement � Confirmation of SAM.gov registration � Evidence of ability to meet timeline and equipment specifications Responses will be evaluated solely to determine whether any additional sources can meet the Government�s requirements.
