Description
SOURCES SOUGHT NOTICE This is a Sources Sought notice is being issued for market research purposes to determine the availability, capability, and interest of firms for a potential Government requirement. ***NO SOLICITATION IS AVAILABLE*** Requests for a solicitation will go unanswered. No award will be made from this Notice. Responses will be used to determine potential acquisition strategies, understand current market capabilities, and to gain knowledge of potential sources. GENERAL SCOPE The United States Army Corps of Engineers (USACE) Southwestern Division, Middle East District (SWM) anticipates a potential requirement for a seven-year Single Award Task Order Contract (SATOC) to support the pre-design activities and 100% design solution supporting the development of secure facilities that are ICD-705 compliant at Al Udeid Air Base, Qatar. These requirements stem from the Air Force Central Command (AFCENT) and the Al Udeid Air Base 2040 Strategic Master Plan. This project is anticipated to include the following: 1. Produce a Planning Charrette Report II (PCR II), including a DD Form 1391. 2. Geotechnical Survey 3. Plan and design a hardened, underground, secure, Combat Center Building (CATCODE 141446) and squadron operations buildings supporting a variety of airframe and missions to include, but not limited to, bombers, fighters, and unmanned aircraft systems for intelligence, surveillance, and reconnaissance (ISR). 4. Additional facilities may include, but are not limited to various administrative offices, command and control facilities, operational readiness and life support facilities for specialized personnel, elevators, and a parking garage. 5. All ancillary supporting facilities, security measures, utility services, site work, and demolition to result in a complete and usable facility to include any necessary elements not listed herein will also be included. The potential requirement may result in a SATOC solicitation in approximately April 2027. If solicited the Government intends to award the anticipated requirement by approximately January 2028. The North American Industrial Classification System (NAICS) code for the potential requirement is anticipated to be 541330 Engineering Services. Companies with the professional qualifications, specialized expertise, technical competence, and workload capacity to complete the work described above are invited to provide capability statements.
