Description

This NOTICE OF INTENT TO AWARD A NON-COMPETITIVE CONTRACT is conducted in accordance with the Federal Acquisition Regulation (FAR), and the authority for this acquisition is set forth in the Federal Acquisition Regulation (FAR) FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The Office of Personnel Management (OPM) Office of the Inspector General (OIG) intends to issue a sole source award to Executive Information Systems, LLC (�EIS�) with offices at 6901 Rockledge Drive, Suite 600, Bethesda, Maryland 20817 for the purchase of licensing and support of the Statistical Analysis System (SAS) JMP software. The award will have a Period of Performance (PoP) of one year. JMP is a suite of computer programs for statistical analysis. EIS is SAS� sole authorized reseller for JMP to government entities and institutions on GSA. The North American Industry Classification System (NAICS) code for this acquisition is 541519. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued; therefore, all requests for the solicitation will be considered non-responsive. A determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. All interested parties must express their interest and capabilities in writing via e-mail to Charles P. Reilly III, Charles.reilly@opm.gov, within five days of the published date of this notice. Submissions after that date will not be considered. Verification of receipt of electronic transmission is the sole responsibility of the contractor. Telephone calls regarding this matter will be not be accepted nor returned. All OPM contractors are required to register in the System for Award Management (SAM) database prior to execution of award. If no competitive responses are received, an award will be made to EIS as described previously.
