SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR QUOTATION BUT FOR INFORMATION AND PLANNING PURPOSES ONLY! This notice does not constitute a commitment by the Government. Funds are not presently available for this requirement. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The North American Industry Classification System (NAICS) Code proposed is 238290 - Other Building Equipment Contractors. The size standard is $22,000,000. The proposed contract is contemplated as a firm-fixed price contract. Requirement Summary The United States Air Force Academy (USAFA) Department of Aeronautics (DFAN) has a new requirement for a contractor to provide all labor, supervision, tools, materials, and equipment necessary to dismantle, remove, and dispose of a government-owned Cascade Wind Tunnel (CWT). The key tasks include, but are not limited to: - Dismantling: Safe and systematic disassembly of the CWT and all associated support equipment. - Utility Securing: Proper termination of all electrical and mechanical utility connections by licensed professionals. - Fluid Removal: Draining and disposal of any oils, coolants, or hydraulic fluids in accordance with environmental regulations. - Rigging and Removal: Loading and hauling of all CWT components from the project site. - Disposal: Transportation and verifiable turn-in of all government property to a local scrap yard. - Site Cleanup: Leaving the project site in a �broom clean� and safe condition. Project Location and Information The project is located at The Aeronautics Laboratory, 2410 Faculty Drive, USAF Academy, CO 80840. The project requires specialized skills in millwrighting, heavy machinery rigging, heavy equipment operation, and experience with government property disposal procedures. The equipment has been assessed in coordination with 10 CES Environmental (CEIE). It is certified to be purged of Hazardous Materials (HazMat) and legacy Class I Ozone Depleting Substances (ODS), rendering it safe for commercial contractor removal. A photo of the CWT is attached. Due to USAFA Base protocols, all contractor personnel will require background checks for base access. The contractor will be required to submit a list of all personnel requiring base access at least 14 days prior to the start of work. Capabilities Package Requirements Interested and capable vendors are invited to submit a capabilities package that includes the following: your Unique Entity Identification (UEI), CAGE Code, System for Award Management (SAM) expiration date, a brief overview of your safety program or approach to developing a site-specific safety plan, proof of past performance (one to three examples of similar industrial dismantling projects), and if applicable, any pre-priced government contract that may be used for this requirement (i.e. GSA MAS with contract number and work labor schedule included).
