Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE AWARD UTILIZING FAR 6.302-5(b)(6), �AUTHORIZED OR REQUIRED BY STATUTE� AND IS NOT A REQUEST FOR PROPOSALS OR QUOTES. The Portfolio Acquisition Executive (PAE) Fires intends to issue a sole source solicitation in accordance with FAR 6.302-5(b)(6), Authorized or Required by Statute, specifically under the Veterans Benefits Act of 2003, codified at 15 U.S.C. � 657f, which authorizes sole source awards to Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The Government intends to award a sole source contract to COLSA Solutions (CAGE: 5YPS5, 225 W Park Loop NW Huntsville, AL 35806), an eligible SDVOSB for the award of maintenance for the PAE Fires Access Control System (ACS). The proposed award follows the sole source awarded contract number W9124P-20-C-0049 and subsequent bridge W9124P-26-P-A008. These awards were made on a sole source basis in accordance with Title 10 United States Code �3204(b)(B) as implemented in FAR 6.302-1(a)(2)(iii)(b), Unacceptable delays in fulfilling the agency�s requirements. PAE Fires has a requirement to maintain an extensive access control system to include, but not limited to: cameras, closed-circuit television, turnstiles, badge readers, magnetic locks, gates, sensors, etc; which are essential for meeting operational security and safety requirements. These systems require scheduled maintenance, unscheduled services, upgrades, installation, repair and other services to remain fully functional. The Government intends to award a sole source contract to COLSA Solutions, an eligible Service-Disabled Veteran-Owned Small Business (SDVOSB), for the required services. Market research conducted by the Government determined that COLSA Solutions possesses the requisite technical capability, personnel, experience, and understanding of the requirement necessary to successfully perform the effort within the required schedule and performance parameters. Market research indicated that procuring these services through the Federal Supply Schedule (FSS) or through full and open competition would likely result in award to a large business concern rather than an SDVOSB. Such an approach would not support the statutory intent of the Veterans Benefits Act to provide maximum practicable contracting opportunities to SDVOSBs. Award to COLSA Solutions will preserve the participation of a qualified SDVOSB in performance of this requirement while ensuring continuity, efficiency, and mission accomplishment. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement; however, all responsible SDVOSB sources may submit a capability statement demonstrating the ability to fulfill the requirement posted under Sources Sought Notice ID PANRSA-26-P-0000 033179, which shall be considered by the agency before the intended award date. Subcontracting opportunities may be available and should be sought with the prime, COLSA Solutions. Submittals will be due at 1600 EST on Thursday, 11 June 2026, via the following PAE Fires email addresses: - Simone Brightmon; simone.l.brightmon.civ@army.mil - Sydney Horn; sydney.m.horn.civ@army.mil - Tuyet Clark; tuyet.h.clark.ctr@army.mil All email submissions shall have the subject line "PAE Fires ACS Response to Notice of Intent to Sole Source" Only UNCLASSIFIED submissions will be accepted. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
