Notice of Intent to Award a Sole-Source Purchase Order U.S. Coast Guard Office of Procurement & Contracting (LOG-931) Summary of Requirement The U.S. Coast Guard (USCG) Office of Procurement & Contracting (LOG-931) Miami Detachment, on behalf of USCG Sector St. Petersburg, FL, intends to award a sole-source, firm-fixed-price purchase order to Florida Floats, Inc. (DBA: Bellingham Marine). The contractor shall furnish all materials, equipment, and services required to complete critical floating dock electrical repairs at USCG Sector St. Petersburg. Proposed Awardee: Florida Floats, Inc. (DBA: Bellingham Marine) Anticipated Award Value: $34,785.00 Contract Type: Firm-Fixed-Price (FFP) Applicable NAICS Code: 541330 - Engineering Services Scope of Supplies & Services The contractor is required to deliver and install the following specific electrical components: 350 Linear Feet: New 200 AMP Power Cable to service the North and South Docks. As Required: 4C #1/0 Copper Portable Power Cable to re-feed the North and South Docks. Integration: Tie-in of new cabling to existing circuit breakers (previously feeding the North and South Docks) to power two (2) newly installed pedestals. Regulatory Authority & Justification Because this procurement is valued at $34,785.00, which falls below the Simplified Acquisition Threshold (SAT), this sole-source action is conducted under the authority of: FAR 13.106-1(b)(1) � Soliciting from a Single Source "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available..." Technical & Operational Justification ? Project Linkage & Technical Continuity This electrical work is directly tied to Defense Logistics Agency (DLA) Project Number 22960286 (Replace Floating Dock Sector St. Pete). Bellingham Marine is the active on-site contractor executing the primary floating dock replacement. Performing this electrical work under the current work scope ensures a seamless structural and utility integration, avoiding divided operational liability between separate vendors. ? Operational Impact & Urgency Restoring power to the North and South docks is a direct prerequisite for establishing full immediate mission readiness for active boat crews stationed at Sector/Station St. Petersburg. ? Administrative & Fiscal Efficiency Procuring this cabling through a separate solicitation or a complex contract modification would introduce substantial administrative delays. Given the modest $34,785.00 project scale, a separate competitive procurement would result in duplicative mobilization costs and delay critical mission operations. To be considered, responses must demonstrate clear and convincing evidence that: Competition would be advantageous to the Government. A competitive procurement would not be cost or time-prohibitive. Conducting a competition would not hinder the mission objective of completing the floating dock repairs needed for active boat crews. The determination not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. The Government is not responsible for any costs incurred by parties responding to this notice.
