Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The Air Force District of Washington, HQ USSF Enterprise Support Division (AFDW/PKF), intends to award a sole-source Blanket Purchase Agreement (BPA) to Purdue University, 2550 Northwestern Ave #1100, West Lafayette, IN 47906, for continued delivery of the Cyber Training Course. AFDW/PKF intends to use commercial acquisition procedures and other than full and open competition. The authority permitting other than full and open competition is RFO 6.103-1, Only One Source, as implemented through RFO 12.201-2 and 10 U.S.C. 3204(a)(1), when only one responsible source is capable of satisfying the Government�s requirement. Purdue University developed the existing Cyber Training Course under Contract FA701425P0042 and possesses the unique course knowledge, instructional approach, training materials, cyber lab structure, and technical expertise required to continue performance without unacceptable delays, duplication of effort, or disruption to the established curriculum. This notice is not a request for competitive quotations, proposals, or capability statements. No solicitation or request for quotation will be issued. However, interested parties may identify their interest and submit relevant capability information in response to this notice. Responses must be submitted no later than 1:00 PM EDT on 1 June 2026 via email to eric.moss.3@us.af.mil. All responses received by the closing date will be considered by the Government. A determination not to compete this requirement based on responses received is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement. In accordance with FAR 5.102, the required justification documentation is attached.
