Repair by Replace Roof B512 Category: Z2AZ NAICS Code: 238160, Roofing Contractors Contract: 128th Air Refueling Wing, General Mitchell Air National Guard Base, Milwaukee, WI 53207, POC: SMSgt Katherine Fox Synopsis: Repair by Replace Roof B512 The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. All interested parties should respond. The 128th Air Refueling Wing intends to issue a solicitation and award a firm-fixed price contract to Repair by Replace the Roof on Building B512. The budget for this project is between $500,000 and $1,000,000. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a quote as a prime contractor no later than May 29, 2026, 3:00 PM CST. This notification, which shall not exceed five (5) typewritten pages, must include ALL of the following: A positive statement of your intent to submit a quote as a prime contractor. A completed and signed Source Sought Information Request Form. (Attached) A listing of similar roofing projects completed during the past six years, for both government and private industry. The type of project, dollar value, contract number, location, and a point of contact are to be included. Please indicate if you were the prime or a subcontractor. A brief outline of resources, subcontractors, and key personnel that would be used to accomplish this contract. *** IF ALL FOUR ITEMS ARE NOT PRESENT IN THE RESPONSE, IT WILL RESULT IN THE RESPONSE BEING CONSIDERED TO BE NONRESPONSIVE AND THEREFORE NOT BE COUNTED AS A POTENTIAL SOURCE. *** In the event adequate Small Business contractors are not available for competition for this project, the solicitation may be advertised as unrestricted. Information shall be provided via email to katherine.fox@us.af.mil. Include the following in the subject line: Sources Sought Repair by Replace Roof B512. No facsimile responses will be honored. PROGRAM DETAILS: The 128th Air Refueling Wing is seeking sources to provide all plant, labor, transportation, materials, tools, equipment, and supervision necessary for Project HTUV252004, Repair by Replace Roof, Building B512. The work includes the removal, demolition, and replacement of approximately 23,100 SF of the existing built-up roofing system. The scope requires the installation of a new, fully adhered 60-mil EPDM roof system with a minimum R-20 insulation value. The project also includes the replacement of approximately 750 LF of gutters and 150 LF of downspouts. The contractor will be responsible for all associated demolition of existing roofing, insulation, and flashings down to the original roof deck (a combination of metal deck and spancrete substrate). The contractor must inspect the deck, report any deterioration, and install all new materials in accordance with the manufacturer's instructions and all applicable Unified Facilities Criteria (UFC), including UFC 3-110-03 "ROOFING." Work must be coordinated to prevent exposure to weather and minimize impact to base operations. All work will be in accordance with design requirements, specifications, and drawings provided within the master specifications. This solicitation will result in a single construction contract for new construction.
