Presolicitation Notice Page 3 of 3 Page 1 of 3 Presolicitation Notice PRESOLICITATION NOTICE-A REQUEST FOR INVITATION FOR BID (IFB) WILL BE POSTED ON OR ABOUT APRIL 20, 2026. THIS IS NOT A REQUEST FOR BIDS. The South Texas Veteran Affairs Health Care System (STXVAHCS) currently has a requirement to Replace Second Floor Roof, Project 671-24-004. The Points of Contact (POC) for this project will be Contract Specialist Eileen Myers, Eileen.Myers@va.gov. and Contracting Officer Rhonda Richardson, Rhonda.Richardson5@va.gov. Set aside: This project will be 100% competitive set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). NAICS: 238160 Roofing contractors, with a small business-sized standard of $19M. The product service code (PSC) Z2DA Repair and Alteration of Hospitals and Infirmaries. Description: Contractor shall provide all necessary labor, materials, equipment, and supervision to replace the second-floor roof located at the Audie L. Murphy VAMC 7400 Merton Minter Blvd. San Antonio, TX 78229. The work shall be performed in accordance with the Statement of Work (SOW), specifications, and drawings provided in the solicitation. The magnitude of this project is between $5,000,000 and $10,000,000. Important Notice: Apparent successful offeror must apply for and receive verification from SBA of SDVOSB status in accordance with 38 CFR Part 74 and VAAR 819.7 by submission of documentation of Veteran status, ownership, and control sufficient to establish appropriate status. Offerors must be both VISIBLE and VERIFIED by SBA.GOV prior to submission of offer. Failure to be both VISIBLE and VERIFIED on SBA prior to submission of the offer, will result in the offeror s proposal being deemed non-responsive. All offerors are urged to contract SBA.GOV and submit the required documents to obtain verification of their SDVOSB status if they have not already done so. The firm must also report to VETS-4212 Federal Contractor Reporting in accordance with FAR 52.222-37, Employment Reports on Veterans at dol.gov/agencies/vets/programs/vets4212 if applicable.
