Description

Naval Air Systems Command (NAVAIR) intends to issue a Cost Plus Fixed Fee (CPFF) type task order under Basic Ordering Agreement (BOA) N0001926G1002 to The Boeing Company (CAGE Code: 81205), 6001 S Air Depot Blvd, Oklahoma City, Oklahoma 73135 on an other than full and open basis for the procurement of Non-Recurring Engineering (NRE) services for the assessment of the E-6B subsystems in support of the aircraft's end of life (EOL) Sustained Mission Readiness efforts. The Subsystems Service Life Assessment Program (SSLAP) tasking will include, but is not limited to, the evaluation of life drivers impacting the E-6B subsystems such as Environmental Exposure, Corrosion, Wear, Fatigue, Thermal Cycles, and Maintenance. The anticipated period of performance is Fiscal Year (FY) 2027 through 2031. The authority permitting other than full and open competition is provided by 10 U.S.C. 3204(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.103-1(b), only one responsible source and no other supplies or services will satisfy agency requirements. The Boeing Company, as the Original Equipment Manufacturer for the E-6B aircraft, is the only known source that possesses the proprietary technical data which is required to successfully complete the SSLAP without an unacceptable delay in fulfilling the Government�s requirements. A sources sought notice was issued on 25 August 2025 and closed on 15 October 2025. An updated sources sought notice was issued on 05 February 2026 and closed on 20 February 2026. Based on the results of these notices, no set-aside was determined. The NAVAIR Office of Small Business Program concurs with the set-aside determination. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within thirty (30) days after the publication date of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
