Description
This is a SOURCES SOUGHT announcement; market survey for information only, to be used for preliminary planning purposes. No quotes are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers (USACE) � USACE Mission Support Battalion (UMSB) has been tasked to solicit for and award a contract for thirty-six 12�X12� Flat Sheets of BR and BR6 bullet resistant glass for Summit Point Training Facility, Summit Point, WV. A draft Purchase Description describing the supplies required has been attached. The proposed contract is expected to be a Firm Fixed Price contract procured below the simplified acquisition threshold. Interested SMALL BUSINESS vendors with NAICS code 336992, Military Armored Vehicle, Tank, and Tank Component Manufacturing are encouraged to submit a capability package. The capability packages for this sources sought market survey are not expected to be quotes, but rather statements regarding the company's existing experience in relation to the areas specified in the attached document. It is asked that interested parties respond to this sources sought synopsis with the following information: - Organization name, location, and CAGE Code - Socioeconomic Status - Company's capability to perform a contract of this scope and complexity - Comments on draft PD As part of this survey the interested vendors are required to provide answers to the following questions: 1. What is your standard lead time for manufacturing and delivering these specific bullet-resistant glass components after contract award? 2. What specific ballistic standards (e.g., NIJ, UL, STANAG) do your products meet, and can you provide independent testing certifications upon request? 3. Are your windshields and windows designed as exact OEM replacements, or do they require vehicle frame, window regulator, or door hinge modifications for proper installation? 4. What is the standard warranty period for these products, specifically concerning delamination, optical clarity, and ballistic integrity? 5. Are all raw materials and manufacturing processes compliant with the Buy American Act (BAA) and Trade Agreements Act (TAA)? 6. Can you provide specific examples of past performance supplying similar bullet-resistant vehicle glass to DoD, federal, or law enforcement agencies? This market survey is for informational and planning purposes only and does not constitute a Request for Quote (RFQ). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. Interested companies shall respond to this sources sought synopsis no later than 3:00 PM EST on 22 May 2026. Responses shall be submitted via email to both the Contract Specialist, Alexander Arnoe at email: alexander.g.arnoe@usace.army.mil and the Contracting Officer, Giorgiana Chen at email: giorgiana.chen@usace.army.mil. RFI questions due date: 3 P.M. ET on 14 May 2026.
