Description
INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single Firm-Fixed-Price contract for the design-build (DB) project # 612-165 Martinez VA Medical Center (VAMC) located in Martinez, CA, located at 150 Muir Road. PROJECT DESCRIPTION: The proposed project will be a competitive, firm-fixed-price contract utilizing the design-build approach. The anticipated solicitation will be issued as a Request for Proposal (RFP) in accordance with FAR Parts 36 and 15, considering Technical and Price Factors This project requires comprehensive design-build services to construct a new approximately 350-space parking structure at the Martinez VA Campus. The Design-Build contractor shall provide all architectural and engineering services, site investigations, field verification of existing conditions, design development, preparation of construction drawings and specifications, and construction services necessary to deliver a complete and fully functional parking structure. Design services shall include full Architect-Engineer (A/E) design support and submission of design packages at 35%, 65%, and 100% design milestones, in accordance with VA Design Guides, VA Master Specifications, and all applicable federal, state, and local codes including International Building Code (IBC), National Fire Protection Association (NFPA), and Occupational Safety and Health Administration (OSHA) requirements. Construction services include all labor, materials, equipment, supervision, and administrative support required for the complete construction of the parking structure and supporting site work. The project includes demolition of temporary buildings AB-5, AB-6, and AB-7, removal of an existing solar array within the construction footprint, and relocation or modification of existing utilities as necessary. Additional work includes site development, utility connections (water, sewer, electrical, and data), traffic and access considerations, and maintaining campus operations throughout construction. The parking structure shall include elevators providing access to all levels, accessible parking spaces compliant with VA Barrier-Free Design Standards, security systems, remote monitoring capability, and provisions for future installation of rooftop solar panels. The Design-Build contractor shall coordinate with utility providers, including Pacific Gas & Electric (PG&E), and obtain all required permits and environmental documentation necessary to complete the project. ADMINISTRATIVE: The anticipated solicitation will be issued as an RFP in accordance with FAR Part 36.3 Two Phase Design Build Selection Procedures and FAR Part 15 Contracting by Negotiation. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation is anticipated to be issued in March April 2026. The period of performance is approximately 484 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $20,000,000.00 and $50,000,000.00. This notice is not a request for competitive offers.
