Description
The Federal Emergency Management Agency intends to negotiate on a sole source basis (IAW RFO Part 12 Acquisition of Commercial Products and Commercial Services) with Hexagon ALI, a division of Intergraph Corporation, 305 Intergraph Way, Madison, AL 35758 as the only responsible source that can provide support for Hexagon Infor 7i Enterprise Edition, Enterprise Asset Management (EAM) Application at the Center for Domestic Preparedness (CDP), Anniston, AL.[1] Specifically, the contractor shall provide one-year of technical support coverage for Hexagon Infor 7i Enterprise Edition EAM software license configuration to CDP. Support for the product is required to ensure that assistance is available in the event of an outage that could affect business operations. The software license configuration requiring support includes 1 site license, 15 named users, 15 reporting consumers, and 30 name users (requestors). Technical support coverage includes monthly maintenance, telephone support, bulletin board support, and upgrades, Hexagon ALI is the sole vendor capable of meeting CDP�s unique training requirements. Hexagon Infor 7i Enterprise Edition EAM is a proprietary application and technical support can only be provided by the manufacturer/developer. The application is already in use and has been integrated into the server infrastructure at CDP since at least 2008. Additionally, the Hexagon EAM must be included on DHS/FEMA OCIO Technical Reference Model (TRM), to which this product is already approved. This acquisition is being conducted under simplified acquisition procedures (IAW RFO Part 12 Acquisition of Commercial Products and Commercial Services). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 513210 with a Small Business Size Standard of $47 million. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Justin Burger at justin.burger@fema.dhs.gov. Statements are due by 4:00 PM Eastern, June 25, 2026. [1] In this document, citations to RFO Part 12 are citations specifically to the Federal Acquisition Regulation (FAR) Class Deviation 25-21, Revision 2, for FAR Part 12, which were issued as part of the Revolutionary FAR Overhaul (RFO), which was implemented in response to Executive Order 14275, Restoring Common Sense to Federal Procurement, signed April 15, 2025.
