Description
Purpose: The purpose of the Notice is to announce that Network Contracting Office (NCO) 15, Marion VA Medical Center s Evansville Health Center, intends to solicit proposals from contractors to provide services as part of its Health Care for Homeless Veterans (HCHV) program for Contracted Emergency Residential Services (CERS). Services will be for the Department of Veterans Affairs Marion VA Medical Center s, Evansville Health Center. Objective/Milestone: The goal of the HCHV program is to end homelessness amongst the Marion VA Medical Center s Evansville Health Center Veteran population by enhancing current homeless service capacity. The intent of this contract is to engage a community provider to offer homeless Veterans services through the Contracted Emergency Residential Services program, enhanced by the services as defined in the Performance Work Statement. Services will be provided 24/7 to homeless Veterans. This contract is expected to house and serve homeless male and female Veterans in need of placement in a safe environment with onsite supportive services. The rapid stabilization of the Veterans in other appropriate transitional or permanent housing within 60 days, with no more than 180 days, without a planned reason for the extension, is an expected outcome of this Contract. The VA anticipates issuing a solicitation for this requirement on or about March 06, 2026, with a closing date for proposals on or about April 30, 2026. The solicitation will be available at SAM.gov. Interested vendors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to vendors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the SAM website so that they are notified of the issuance of the solicitation and any amendments. The Solicitation will be published under the NAICS Code 624221 with a small business size standard of $13.5M. Based on the Contracting Officers completed Market Research report IAW FAR Part 10, the procurement will be solicited as unrestrictive, full and open competition to meet the Governments needs for HCHV CERS services to house up to 20 Bed Days of Care (BDOC) not to exceed 7,300 BDOC annually for the Evansville, IN surrounding area. Place of Performance: Services shall be provided within a sixty (60) mile radius of Evansville Health Center located at 6211 East Waterford Blvd., Evansville, IN 47715.
