Description
Grissom Air Reserve Base (GARB) mandates employment physicals for federally employed civilians, including new hires, transfers, fitness-for-duty assessments, overseas deployments, and other specialized testing. To meet this requirement, prospective contractors must conduct examinations according to the Performance Work Statement guidelines. Contractors must be located within the area of Grissom ARB to Indianapolis, Fort Wayne, South Bend, or Lafayette, Indiana and maintain business hours of Monday-Friday 0730-1600 (coinciding with GARB business hours). This contract will be subject to the Service Contract Labor Standards. This is being solicited as Full & Open Competition for NAICS Code 621111, with a size standard of $16m. The award will result in a single or multiple award Blanket Purchase Agreement. Evaluation of offers will utilize Lowest Price Technically Acceptable procedures. NOTE: All contractors must be registered in the System for Award Management (SAM) program in order to receive a contract award from any DOD activity. Contractors may access the Internet site at: https://www.sam.gov to register and/or obtain information about the SAM program. No Foreign participation is allowed. Effective 30 November 2020, the Defense Federal Acquisition Regulation Clause 252.204-7012 requires all Department of Defense contractors and subcontractors to implement cybersecurity requirements in National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171, Protecting Controlled Unclassified Information in Nonfederal Systems and Organizations. Your NIST assessment results must be documented in the Supplier Performance Risk System (SPRS) at https://www.sprs.csd.disa.mil/. We would suggest you go to the SPRS homepage and use the vendor quick reference guides to help you complete the process. There is also an SPRS support number on the bottom of the homepage that you can call for assistance with getting directions on how to complete the process. SUBMISSION OF QUESTIONS Questions: All questions must be received by Monday, 5 January 2026. Questions received after the stated date and time, may be addressed at the discretion of the Contracting Officer. Answers will be posted no later than Thursday, 8 January 2026 at 16:00 hours. SUBMISSION OF PROPOSALS: The contractors shall submit a complete proposal IAW Section L to [Makinsey.Fields@us.af.mil] no later than Monday, 19 January 2026 at 16:00 hours. Quotes submitted by any other method will not be considered. All proprietary information shall be clearly marked. The use of hyperlinks in quotes is prohibited. Late quotes will not be accepted for evaluation. The contractor is responsible for confirming the Government's receipt of the contractor's proposal.
