Description

NASA/Information Technology Procurement Office (ITPO) has a requirement for the Keysight brand of Radio Frequency (RF) Channel Emulation Hardware and Vector Signal Analysis (VSA) test licenses. (See Attachment A � Bill of Materials) NASA/ITPO intends to issue a sole source contract to Keysight Technologies Inc. to acquire he Keysight brand of Radio Frequency (RF) Channel Emulation Hardware and Vector Signal Analysis (VSA) test licenses under the authority of FAR 6.103-1(b) � One Responsible Source. This requirement is for the purchase of the Keysight brand of Radio Frequency (RF) Channel Emulation Equipment and Vector Signal Analyzer (VSA) Test Set License requirement for Johnson Space Center (JSC). Keysight Technologies Inc. is the only provider capable of delivering the Keysight brand of RF Channel Emulation and VSA test licenses that meet the technical performance, integration, and schedule requirements for NASA. The Government intends to acquire a commercial product or service using FAR Part 12 Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to seliste.c.acres@nasa.gov not later than June 12, 2026 at 10:00am (EST). Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
