Description
This requirement is conducted under the Revolutionary Federal Regulation Overhaul (RFO) 13.101(b) and FAR 6.103-1. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals or quotes. Firms who desire to challenge this sole source must submit an interest letter that demonstrates your firm's ability to provide equivalent equipment and services as described below. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to the synopsis by July 15, 2026, 1:00pm Eastern Standard Time (EST) to Edward Dingle, Email: edward_dingle@ios.doi.gov. National Park Service intends to negotiate a firm fixed price purchase order with Caracal Enterprises, LLC dba. Ventek International, 1260 Holm Road Suite A Petaluma, California 94954. The NAICS Code is 522320, Financial Transactions Processing, Reserve, and Clearinghouse Activities. THIS NOTICE IS NOT A REQUEST FOR COMPETITVE QUOTES, and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification to edward_dingle@ios.doi.gov no later than July 15, 2026, 1:00pm EST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements attached. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice in no way obligates the Government to award any contract nor is the Government responsible for any costs incurred by responding to this notice. GENERAL DESCRIPTION OF WORK: The goal of this acquisition is to provide (6) additional Automated Fee Machines (AFM) units for processing, documenting, and reporting sales transactions; user role access control, product item, pass dispensing, and provide the services of installation, training, warranty, technical and system administration support, including managed services for PCI compliance, of the AFM units. AFMs are stand-alone point-of-sale units, also called Pay Stations, used for the collection of fees at unstaffed parking lots). AFMs are programmed to sell products, accept payment, produce a receipt for the proof of purchase, dispense CRNRA annual passes which are PVC Cards, and provide reports on the sales and collections. Items that can be sold at a machine include Daily Entrance Fees, and CRNRA Annual passes. This acquisition must be compliant with the Payment Card Industry (PCI) Data Security Standards (requirements for consumer data protection in credit card processing); requirements of OMB Circular A-123 ("Management's Responsibility for Internal Control"), Federal Information Systems Management Act (FISMA) IT security, Americans Disabilities Act (ADA), and Section 508 of the Rehabilitation Act requirements. Future Mobile Payments like Apple and Samsung - � Solar Power Charging System 50-Watt Solar w/40 AHR Battery, 42" Mast � Custom Wrap - Door Only � Heater - with AC AFMs only � Pedestal - 12", 18", 24", 30", 35" options � CR 80 Card Dispensing � Consumables - 6 rolls receipt tape, 6 boxes each printer and CC Reader cleaner. The scope also includes compliance with the relevant federal IT security, credit card security, and other federal requirements described in Section 4.0 Compliance Requirements.
