Description
In accordance with FAR 538.7104-3 this Notice of Intent is to inform all parties the Department of Veterans Affairs, Network Contracting Office (NCO) 19 located at 6162 South Willow Drive Suite 300, Greenwood Village, CO 80111 intends to award a sole source procurement for the following requirement to the large business manufacturer, Roche Diagnostics Corporation., located at 9115 Hague Road, Indianapolis, IN 46256: Blood Gas Testing on a Reagent Rental Agreement Basis, Four-Month FSS Task Order This requirement is for a follow-on, four-month, FSS Task Order for Blood Gas testing (which includes arterial and venous blood gas, electrolytes, glucose, and lactate testing) on a Reagent Rental Agreement basis wherein the usage of the contractor-owned analyzers, along with the reagents, supplies, consumables, maintenance, repairs and training are all included in the price of the reagents. Oklahoma VA (Muskogee) and Ernest Childers VA (Tulsa) currently have a FSS Task Order with Roche Diagnostics Corporation for Blood Gas testing on a Reagent Rental Agreement basis that expires 30th April 2026. There is a long-term VISN Blood Gas FSS-RFQ out on eBuy. Award of the long-term FSS-BPA is estimated to be June 1, 2026. It will take an additional four months to transition into the new analyzers. This sole source is to set up a 4-month FSS Task Order as a bridge so there is no gap in patient care while the new long-term is awarded and Muskogee and Tulsa VA transition into the new contract and instrumentation. For the four-month FSS Task Order, Muskogee and Tulsa VA would continue to use the blood gas analyzers already installed in their labs, until they transition into the new instruments and go live on the new instruments to be awarded as part of the new long-term contract currently being solicited. The associated North America Classification Systems (NAICS) Code is 334516 and the Business Size Standard is 1000 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Interested parties may identify their interest and capability to respond to this requirement no later than 4:00 PM Mountain Time, Thursday, April 30th, 2026. Information received in response to this notice must clearly demonstrate the capability of meeting the Government s need as stated above. Include any relevant information (specifications, cut sheets, brochures, capability statement, etc.) confirming the ability to supply the products and/or any services outlined in this notice. Responses to this notice are to be sent to Juanita.Street@va.gov. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government is not responsible for any potential costs incurred from interested parties desiring to respond to this notice.
