Description
The Solicitation for PROS 7 is active. See Notice ID FA863025RB007. This source sought opportunity (FA8630-24-R-B007) will remain for industry lookback, but will not be updated further. All RFP documents on the active solicitation supersede drafts retained here. The Air Force Security Assistance and Cooperation (AFSAC) Directorate, located at Wright-Patterson Air Force Base, is surveying the market to identify potential sources that possess the expertise, capabilities, and experience to meet the Parts and Repair Ordering System (PROS) Prime Contractor requirements. See attached Sources Sought Synopsis for full details. 3 July 2024: Attachment 1 is added to provide Government responses to questions related to this posting. 25 September 2024: Attachment 2 DRAFT PWS dated 1 Oct 2024 is added. This DRAFT copy is provided to clarify desired PROS 7 requirements and offer a feedback opportunity from interested parties. Please note there are improvements from prior iterations of the PROS program. Following a 30-day period for review, the Government intends to offer individual interviews with interested parties to take questions, concerns, or suggestions relating to this DRAFT PWS. This offer is open to all interested parties; opting to accept or decline an interview and/or provide feedback will have no effect on your ability to compete for this award. Interviews will be available not earlier than 28 October 2024. Please email the Points of Contact with your availability if you are interested in a TEAMS meeting. Please use the POC emails if you would prefer to submit written DRAFT PWS feedback. While this posting is intended for interested parties seeking the Prime Contractor role, parties interested in a subcontractor capacity are also invited to offer feedback on the DRAFT PWS. Subcontractors are not required to act as a prerequisite for support under the PROS 7 award. The Government reserves the right to revise the PWS at any time prior to Request for Proposal issuance. 01 April 2025: A zipped file containing a single "Dummy" .XML file titled "2025_Sample_Pros_Extract" is uploaded. This .XML file is representative of the data offerors can expect to receive from SAMIS. 13 June 2025: A revised DRAFT PWS and new H Clause, PROS 7 Objective Performance Incentive (Jun 2025) have been posted. This DRAFT PWS supersedes earlier versions. 2 July 2025: A DRAFT Solicitation/Model Contract, Contract Data Requirements List (CDRL), SDR Process Contract Attachment, and Section L and M have been posted. The Government is seeking critical feedback on document content, any needed clarifications, and other offeror concerns. Due to the July 4th holiday, the Government requests all feedback be submitted to the Points of Contact no later than 1600 EST 18 July 2025. Please take note of the evaluation criteria and instructions provided in Sections L & M, both for the PROS IDIQ and initial task order. The Government intends to use Gates for this source selection, which must be passed with an "Acceptable" rating for evaluation of proposal. Should an Offeror receive an "Unacceptable" rating for either/both Gates, their proposal will not be further evaluated or considered for award. This effort is subject to the Service Contract Act (SCA). Contractors employing service employees must comply with either the applicable Wage Determination or, if no Wage Determination exists, the Fair Labor Standards Act (FLSA) minimum wage. The awarded contract will incorporate any applicable Wage Determination. 24 July 2025: Two (2) documents are added to this posting, (1) the DRAFT Section J, Attachment 5 Pricing Matrix and (2) PROS Historical Data. The first document represents how Offerors will enter their pricing information for proposal submission; the second document captures the Government's data for recent PROS quantities of supply, maintenance, and task order actions and related cancellations. Offerors are warned that these actuals are provided for program insight only, and the Government cannot guarantee that future PROS use will be similar. All quantities are decided by FMS requirements from our allied partners. We recommend downloading these documents for ease of viewing. Discrepancies between the actuals presented in the PROS Historical Data and the "estimated quantity" of the Pricing Matrix are intentional; Offerors are advised that the PROS Historical Data is the most accurate, while the Pricing Matrix quantities have been slightly altered for ease of TEP evaluation. Additionally, Offerors are advised that proposal submission will be required via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module in lieu of DoD SAFE. Use of the PIEE module allows real-time confirmation of submissions and receipt. However, this tool requires all Offerors to create a Proposal Manager role for submission. Navigate to https://piee.eb.mil/ for account creation or role adjustment on existing accounts. Training materials are available for completing various functions of the Proposal Manager or Proposal View Only roles. This tool also has a limit of 1.9 GB per document, which will be captured in Section L as a change from the prior document size limit. The Government is reviewing all feedback and questions submitted in respond to the Draft documents of this posting. Once complete, the Government will provide a combined list of all contractor questions, Government responses, and any resulting document edits. The Government reserves the right to revise these documents at any time prior to Request for Proposal issuance. All documents provided are drafts. The Solicitation for PROS 7 is active.
