Description

The Department of Veterans Affairs, Network Contracting Office (NCO) 7, Charleston, SC, intends to award a sole source firm-fixed-price order to: Four Points Technology, LLC 14900 Conference Center Drive, Suite 100 Chantilly, VA 20151 Under NASA SEWP V Contract NNG15SD22B for the procurement of Data Innovations Instrument Manager upgrade, maintenance, and professional services for the Ralph H. Johnson VA Medical Center, Charleston, SC. This requirement includes: OEM-supported upgrade of Instrument Manager from version 8.17 to version 9.0 (required for TRM compliance) Professional services including database migration, autoverification rule configuration, interface validation, connectivity testing, and rules-engine support Ongoing OEM-authorized maintenance and technical support for the base period plus four option years Instrument Manager is an existing, validated middleware in use at the VAMC laboratory. It supports secure transmission of laboratory instrument results to the VistA Laboratory Information System (LIS), and its upgrade and maintenance require direct OEM tools, proprietary access, and certified technical staff. Period of Performance This procurement will be awarded as a Base + Four (4) Option Year contract: Base Year: 07/01/2026 06/30/2027 Option Year 1: 07/01/2027 06/30/2028 Option Year 2: 07/01/2028 06/30/2029 Option Year 3: 07/01/2029 06/30/2030 Option Year 4: 07/01/2030 06/30/2031 Place of Performance Ralph H. Johnson VA Medical Center 109 Bee Street Charleston, SC 29401 Remote OEM support may also be performed offsite at the contractor s facility. Sole Source Justification This acquisition is being conducted under FAR 8.405 6(a)(1)(i)(B) Only One Source is Capable. The proposed contractor, Four Points Technology, LLC, has been identified as the only authorized Government reseller of Data Innovations products and services. Data Innovations is the sole manufacturer and developer of the Instrument Manager software and the only entity capable of writing, maintaining, and supporting its proprietary interface programs, rules engines, and VistA LIS connectivity components. Because Data Innovations restricts Federal distribution and technical support to Four Points Technology, and because the requirement involves maintaining and upgrading an existing proprietary installation, competition is not feasible. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES However, all responsible sources may submit a capability statement that shall be considered by the agency. Responses must clearly demonstrate the capability to provide: Data Innovations Instrument Manager software and licenses, OEM-authorized upgrade to version 9.0, OEM-certified professional services for migration, integration, rule-writing, autoverification, and VistA LIS interface support, and Authorized OEM maintenance for the existing Instrument Manager installation. The Government will not consider responses that do not demonstrate authorization from Data Innovations to provide OEM-supported work to Federal customers.
