3/23/2026 Update: Amendment 0003 updates the quantity requirements within Section B and incorporates F7 Supplemental: Deadfreight to Section F. 2/9/2026 Update: Amenment 0002 incorporates newly issued supplements into the solicitation. Improves navigation and reference, incorporates a typographical adjustment and all existing and new supplements are now assign sequential numbering in their titles. 12/11/2025 Update: Amenment 0001 adds the Price Escalator Table. This is the solicitation for the annual bulk fuel procurement for the Atlantic/Europe/Mediterranean (AEM) 2026 Purchase Program. See attachment/links section for full request for proposals and all attachments. The fuel procured from this buy will cover various locations in the AEM geographic region. The NAICS code for this procurement is 324110. The solicitation closing date and time is January 5, 2026 at 3PM EST. The Program's Ordering Period is date of award through June 30, 2027. The Delivery Period is July 1, 2026 through June 30, 2027, with a 30-day carryover period. The delivery methods will be Tanker FOB Origin only and Pipeline both FOB Origin and Destination, depending on the specific requirement and location. DLA Energy will be using the Bulk Offer Entry Tool (OET) for this Procurement. The usage of the Bulk OET is mandatory. The Bulk OET will allow Offerors to electronically submit and sign their offer (including the SF1449).
